Objectives

The primary objective of this tender is to procure a Patient Vital Sign Monitor that meets specified technical and quality standards, ensuring reliable monitoring of vital parameters for adult, paediatric, and neonatal patients across various hospital settings. The procurement aims to enhance patient care through advanced, compliant, and maintainable monitoring equipment.

Scope

The scope encompasses the supply, delivery, installation, commissioning, and training for the Patient Vital Sign Monitor. It includes providing related accessories, manuals, training, maintenance, and support services, ensuring the equipment complies with technical specifications, safety standards, and procurement policies within KwaZulu-Natal Department of Health facilities.

Technical Requirements

• The monitor must be multiparameter, capable of ECG, NIBP, temperature, SpO2, and optional IBP measurements.
• Display: High-resolution colour screen, minimum 21cm diagonal, visible from 3 metres.
• Suitability: For adult, paediatric, and neonatal use; operable in operating theatres and ICU.
• Power: Operate on 220V AC and rechargeable battery with at least 1-hour backup; internal power supply and charger must be integrated.
• Alarm: Audible and visual alarms with adjustable limits; silentable alarms; clear indication of power source.
• Connectivity: Networkable with software updates, data trending (24 hours), and optional wall or trolley mounting.
• Compliance: IEC 60601-1 safety standards, electromagnetic compatibility, CE certification, and SANS wiring code.
• Guarantee: Minimum 24 months, with specified uptime and maintenance provisions.
• Manuals: Complete user, service, and calibration manuals in English, bound or digital.
• Accessories: Reusable cuffs, sensors, cables, and optional mounting brackets, with prices inclusive of VAT.

Skills Requirements

• Manufacturers or authorized agents must demonstrate OEM-trained technicians for installation, calibration, maintenance, and repair.
• Service facilities must be established within KwaZulu-Natal with qualified personnel available within 24 hours.
• Training: The successful bidder must provide comprehensive factory-level training to Department of Health technicians within three months of delivery, including certification.
• Technical support: Ongoing software updates, troubleshooting, and spare parts supply for at least 10 years.
• Compliance with safety, electrical, and electromagnetic standards, with proper documentation and certification.
