Objectives

The primary objective is to procure two (2) patient vital sign monitors for clinical deployment at Ngwelezane Hospital. The procurement seeks to enhance patient monitoring capabilities across multiple age groups while adhering to provincial health technology standards and promoting local economic participation through structured preference scoring.

Scope

The scope covers a one-off supply contract for two complete vital sign monitoring systems. Responsibilities include delivery, installation, commissioning, and comprehensive training. Delivery must be completed within fifteen (15) working days. The contract includes a minimum twelve-month warranty encompassing all labour, spare parts, calibration, regulatory quality assurance testing, and travel costs. Any equipment downtime during the warranty period automatically extends the warranty duration on a day-for-day basis.

Technical Requirements

• Multi-Parameter Monitoring: Simultaneous measurement of ECG, body temperature, respiration rate, non-invasive blood pressure (NIBP via oscillometric method), and oxygen saturation (SpO2).
• Clinical Adaptability: Fully configurable for adult, paediatric, and neonate patients using designated accessories.
• Display & Hardcopy: Self-illuminated digital numerical display with an internally mounted thermal printer or strip chart recorder for immediate physical records.
• Alarm Systems: User-adjustable high/low thresholds for SpO2 and pulse rate. Audible alarms must be temporarily muteable while visual indicators remain active.
• NIBP Performance: Pressure range of 30–250 mmHg or greater, user-selectable measurement intervals, preferred stat mode, and data storage/recall functions.
• Power & Build: Operates on 220V/50Hz mains and an internally mounted rechargeable battery. Mains power supply and charger must be permanently integrated into the chassis. Enclosure must prevent liquid ingress to protect internal electronics.
• Sensors & Cuffs: Minimum of three reusable SpO2 sensors (adult, paediatric, neonate) and a complete set of reusable and disposable latex-free cuffs across all sizes. Air hoses must be ≥2 metres and latex-free.
• Mounting & Compliance: Supplied on a trolley with four lockable casters. Must comply with SANS/SABS standards or hold CE certification/Radiation Control licensing. OEM appointment letters, SAHPRA authorization, and full technical/service manuals (including PCB schematics) are mandatory.

Skills Requirements

• Supplier must operate a fully functional service and repair facility within KwaZulu-Natal.
• All servicing personnel must hold original equipment manufacturer (OEM) certification for calibration, maintenance, and repair.
• Bidders must demonstrate capacity to deliver advanced technical training to hospital engineering teams, including diagnostic and repair procedures down to the printed circuit board (PCB) level, alongside standard clinical operator training.
• Administrative competency requires valid Central Suppliers Database (CSD) registration, SARS tax compliance verification, SAHPRA medical device distribution licensing, and documented proof of South African ownership for preference point claims.

Explanation of Unusual or Complicated Terms

• HTS Specification E69B: A standardized provincial health technology framework requiring clause-by-clause technical responses. Failure to explicitly address or comply with any mandatory clause results in immediate bid disqualification.
• 80/20 Preference Point System: A government procurement evaluation model allocating 80 points to competitive pricing and 20 points exclusively to South African-owned enterprises, verified via CIPC ownership certificates and BBBEE documentation.
• PCB-Level Training: An advanced technical mandate requiring hospital staff to receive hands-on instruction for diagnosing, calibrating, and repairing electronic components at the circuit board level, rather than superficial operational training.
• Downtime Warranty Extension: A contractual safeguard stating that if the equipment malfunctions and requires repair, the original warranty term is automatically extended by the exact number of calendar days the unit was non-functional.
