Objectives

The primary objective of this tender is to appoint a service provider for a 36-month cleaning and garden maintenance contract at the Paul Roux Magistrate Office. The goal is to ensure the provision of comprehensive cleaning and gardening services to maintain a clean, safe, and well-kept environment over the contract period.

Scope

The scope of work includes:

• Cleaning of office spaces, courts, cells, and associated areas on a weekly basis, including sweeping, mopping, disinfecting, dusting, and waste removal.
• Garden maintenance activities such as mowing lawns, pruning, weeding, fertilizing, mulching, irrigation, and pest control.
• Maintenance of roads, footpaths, stormwater canals, paved areas, and fire belts.
• Removal of rubble, rubbish, leaves, and other debris from the premises.
• Provision of all necessary labor, tools, equipment, cleaning materials, and protective gear.
• Adherence to health, safety, and environmental standards, including compliance with relevant legislation and safety protocols.

Technical Requirements

The technical requirements specify:

• Provision of trained and competent personnel, including cleaners and gardeners, with appropriate protective clothing and PPE.
• Supply and maintenance of garden tools, cleaning equipment, and materials as detailed in the specifications.
• Implementation of pest control, waste management, and fire belt clearance procedures.
• Adherence to specified cleaning frequencies (daily, weekly, monthly, quarterly, bi-annual).
• Compliance with health and safety regulations, including risk assessments, safety signage, and incident reporting.
• Proper documentation, including safety plans, security clearances, and records of work performed.
• Participation in site inspections and adherence to the scope of work as specified in the contract.

Skills Requirements

The tender requires bidders to demonstrate:

• Experience in providing cleaning and gardening services, preferably in government or similar institutional settings.
• Availability of trained, qualified, and experienced personnel capable of executing the scope of work efficiently.
• Ability to supply and operate necessary equipment and tools, including garden machinery, cleaning devices, and safety gear.
• Knowledge of health, safety, and environmental legislation relevant to cleaning and gardening operations.
• Capacity to manage waste, pest control, and safety protocols effectively.
• Provision of proof of compliance with BBBEE requirements and relevant certifications.
