Objectives

The primary objective of this tender is to procure certified, ready-to-use pH buffer solutions for analytical calibration and quality assurance purposes. The procuring entity seeks a reliable supplier capable of delivering high-accuracy chemical standards that meet stringent metrological requirements and support routine laboratory operations.

Scope

The contract encompasses the supply of twelve (12) units of certified pH buffer solutions, distributed as follows:

• Four (4) units of pH 4.00 buffer (500ml per unit)
• Four (4) units of pH 7.00 buffer (500ml per unit)
• Four (4) units of pH 10.00 buffer (500ml per unit)

All deliveries will be governed by the standard government procurement terms and conditions applicable to the contracting authority.

Technical Requirements

• All buffer solutions must be certified and ready-to-use, requiring no preparation prior to application.
• Solutions must demonstrate traceability to NIST or another recognized national/international reference standard.
• Each container and its accompanying documentation must clearly display the reference temperature, lot/batch number, expiry date, and recommended storage conditions.
• Quotations must be supported by technical data sheets, detailed specifications, Certificates of Analysis (COA), and relevant product catalogues.
• Established suppliers must provide at least two verifiable records of prior supply within the preceding 36 months (e.g., stamped invoices, delivery notes, or signed reference letters).
• New suppliers are required to submit physical samples for evaluation before the quotation closing date.
• Bids must be submitted exclusively through the designated electronic procurement portal; email submissions will be rejected.
• Offers must remain valid and binding throughout the stipulated evaluation and acceptance period.

Skills and Qualification Requirements

• Bidders must hold valid Broad-Based Black Economic Empowerment (BBBEE) documentation to qualify for preference points under the mandated scoring framework.
• Preference points are allocated for specific socio-economic goals: up to 10 points for enterprises with ≥51% black ownership, 8 points for ≥30% women ownership, and 2 points for verified disability ownership.
• Suppliers must complete mandatory disclosure declarations confirming no conflicts of interest, no controlling state employee involvement, and strict adherence to anti-collusive bidding regulations.
• Financial stability and operational capacity to comply with government supply chain management protocols and the General Conditions of Contract (July 2010) are required.
