Objectives

The primary objective of this tender is to appoint a Service Provider to perform quantity surveying services for the Polokwane Dog School: Condition-based Maintenance of All Building Units. The services aim to ensure effective cost control, accurate measurement, and management of all building elements, including structural, electrical, mechanical, civil works, and wet services, throughout the project lifecycle.

Scope

The scope of work includes:

• Provision of full quantity surveying services as defined in C3.2.1 and C3.3, including estimates, bills of quantities, contract administration, and final account preparation.
• Measurement and certification of electrical and mechanical works in collaboration with respective engineers, including inclusion in payments and final accounts.
• Preparation of tender evaluations, tender reports, and assessment of tenders in accordance with departmental procedures.
• Monitoring project progress, preparing interim and final accounts, and ensuring compliance with project milestones.
• Coordination with other professional team members (architects, engineers, CHSA, etc.) and adherence to legislative and environmental standards.
• Additional services such as variation orders, estimates, and project-specific reporting as required.

Technical Requirements

The technical requirements include:

• Provision of professional quantity surveying services in accordance with the latest CIDB and QS 001 guidelines.
• Fulltime supervision by registered professional quantity surveyors (SACQSP registered) with relevant registration numbers.
• Experience on comparable projects within the past 10 years, demonstrating capacity and performance.
• Provision of professional indemnity insurance of at least R1.5 million, or 15% of the project value, as proof of capability.
• Participation in mandatory bid clarification meetings and submission of all required returnable documents.
• Compliance with applicable legislation, standards, and environmental sustainability principles, including energy efficiency and "green" design solutions.
• Use of compatible software applications for project programming and documentation.

Skills Requirements

The skills and qualifications required from the tenderer include:

• Registration of key personnel, especially professional quantity surveyors, with SACQSP or relevant professional councils.
• Demonstrated experience and capacity through a portfolio of relevant projects, including references and appointment letters for projects exceeding R200,000 within the last 10 years.
• Provision of CVs, certified ID copies, and proof of current professional registration for all key persons involved.
• Capacity to deliver services within the project timeline, including project management, cost control, measurement, and contract administration skills.
• Ability to work collaboratively with multidisciplinary teams and comply with legislative, environmental, and safety standards.
• Financial stability evidenced by bank rating letters and proof of professional indemnity insurance.
• Participation in mandatory meetings and adherence to project reporting and documentation standards.
