Objectives

The primary objective is to procure compliant polyethylene pedal bins with appropriate signage for clinical waste management at Harry Gwala Regional Hospital. The procurement ensures safe, segregated disposal of infectious and general waste while adhering to provincial health standards and government preferential procurement policies.

Scope

This is a once-off supply contract requiring the delivery of the following quantities to the designated hospital facility:

• 90 units of 90-litre red pedal bins (infectious waste)
• 90 units of 50-litre red pedal bins (infectious waste)
• 90 units of 50-litre blue pedal bins (general waste)

All items must be delivered within the stipulated timeframe and include a twelve-month manufacturer guarantee. The contract covers full delivery costs to the prescribed destination.

Technical Requirements

Bidders must strictly conform to the following specifications for each bin type:

• Material: High-grade polyethylene
• Lid Mechanism: Foot-operated gravity closing system
• Signage: Pre-applied infectious waste stickers (red bins) or general waste stickers (blue bins)
• Dimensions & Weight: Exact measurements as detailed in the annexure (e.g., 50L bins: 536mm height, 3.95kg weight; 90L bin: 680mm height, 5.8kg weight)
• Condition: Brand new, unused products only. Second-hand or expired goods are strictly prohibited.
• Validity Period: All supplied items must retain a minimum of six months validity upon delivery.
• Compliance Verification: Failure to meet exact dimensional, material, or functional criteria results in automatic disqualification. Top-scoring bidders may be required to submit physical samples for inspection.

Skills and Experience Requirements

No specialised technical or professional qualifications are mandated. Bidders must instead demonstrate operational and administrative capacity through:

• Proven ability to execute timely deliveries without prior contractual defaults
• Active registration and successful verification on the Central Suppliers Database (CSD)
• Valid tax compliance status confirmed via SARS
• A valid SAHPRA licence authorising the manufacture, wholesale, or distribution of medical devices
• Documentation proving enterprise ownership structure to claim socio-economic preference points

The tender incorporates standard public procurement frameworks alongside specific compliance measures:

• 80/20 Preference Point System: An evaluation methodology allocating 80 points to price competitiveness and 20 points to socio-economic transformation. Full points are granted to enterprises at least 51% owned by Black women.
• Cover-Quoting Prohibition: Submitting multiple bids under different corporate entities to manipulate pricing is classified as fraud. Such practices trigger immediate disqualification and potential sector-wide restrictions.
• Delay Penalties: Late deliveries incur daily financial deductions calculated using the current prime interest rate applied to the delayed portion of the contract value.
• Performance Security: The awarded supplier may be required to provide a bank guarantee or certified cheque within thirty days of contract notification to secure contract performance obligations.
