Objectives

The primary objective of this tender is to procure services for the annual and three-yearly maintenance, repairs, and hydraulic testing of compressors to ensure their optimal performance and longevity. Regular maintenance aims to identify and address potential issues early, prevent costly breakdowns, and maintain safety standards. Additionally, the project emphasizes achieving high-quality work with minimal disruption to port operations, aligning with Transnet’s commitment to safety and Zero Harm.

Scope

The scope of work includes:

• Carrying out annual service and repairs on nineteen (19) compressors, with seven requiring three-yearly servicing.
• Performing detailed inspections, repairs, and replacements such as oil changes, filter replacements, wiring checks, belt examinations, and cooler cleaning.
• Conducting three-yearly hydraulic tests on specific receivers, including replacing parts, pipes, and testing safety valves and pressure gauges.
• Providing certification and documentation for all tests and repairs.
• Submitting safety files and ensuring compliance with safety standards before commencement.
• Work to be performed at the Port of Cape Town premises under the supervision of the Mechanical Maintenance Department.

Technical Requirements

The technical requirements specify:

• Use of specified engine makes and models (e.g., Deutz FGL912, Atlas Copco XAS 80, Perkins 161194L).
• Adherence to detailed service procedures, including setting tappets, renewing oils and filters, checking wiring, examining vee belts, cleaning fuel systems, and testing safety valves.
• Performing hydraulic tests with certified test gauges, replacing all parts and pipes as necessary, and ensuring safety valve calibration.
• Providing test certificates for all hydraulic tests and repairs.
• Compliance with relevant safety standards and standards for testing and repairs.
• Proper documentation, including safety files, test certificates, and repair records.

Skills Requirements

The service provider and their personnel must demonstrate:

• Competence and experience in compressor maintenance, repairs, and hydraulic testing.
• Knowledge of relevant safety legislation and standards, including the Occupational Health and Safety Act and Driven Machinery Regulations.
• Ability to provide all necessary labor, tools, and materials for the scope of work.
• Qualified personnel for tasks such as setting tappets, replacing filters, conducting hydraulic tests, and calibrating safety valves.
• Capability to prepare and submit safety files, risk assessments, method statements, and safety plans.
• Experience in working within port and industrial environments, ensuring minimal disruption and adherence to safety protocols.
