Objectives

The primary objective of this Request for Quotation (RFQ) is to obtain competitive, formal written price quotations for the supply and delivery of professional personal protective equipment (PPE) to designated Buffalo City Metropolitan Municipality (BCMM) Parks departments. The municipality aims to procure compliant safety gear that meets national occupational health standards while supporting local economic transformation through structured preference scoring.

Scope

The contract encompasses the sourcing, manufacturing, and delivery of specific protective clothing and footwear to parks facilities in the Mdantsane and East London regions. Upon award, successful bidders will receive official municipal purchase orders and must deliver all items within a strict seven to fourteen-day window. The procurement follows the National Treasury’s General Conditions of Contract 2015, with all deliveries subject to formal acceptance and invoicing within thirty days post-delivery.

Technical Requirements

• All items must hold current South African Bureau of Standards (SABS) certification.
• Bidders must quote exact quantities and sizes for:
  • Royal blue tri-reflective triple-stitched J54 overalls (100% cotton, embroidered with municipality branding)
  • Sisi and Bova safety boots (steel toe caps, shock-absorbent soles, oil and acid resistance)
  • Full-grain leather black work shoes (steel toe caps, reinforced arch support, padded collars)
• Photographic evidence of the exact quoted products must accompany the submission.
• A physical sample of each item type must be provided for verification.
• Mandatory administrative documentation includes a valid Central Supplier Database (CSD) printout, BBBEE verification certificate or sworn affidavit, proof of locality, and completed Municipal Bidding Documents (MBDs).
• Quoted rates must remain fixed for the contract duration and include VAT where applicable.

Skills and Experience Requirements

• Proven commercial experience in supplying PPE, demonstrated through three signed contracts or invoices valued at R200,000 or more, accompanied by corresponding stamped invoices or delivery notes.
• Operational logistics capacity to guarantee delivery within seven to fourteen days of receiving an official order.
• Administrative proficiency in managing municipal compliance requirements, including CSD registration, SARS tax clearance verification, and BBBEE reporting.
• Ability to interpret and strictly adhere to detailed technical specifications and safety certifications without material deviations.

Notable Terms and Conditions

80/20 Preference Point System: Evaluations allocate 80% of total scoring to price competitiveness and 20% to specific transformation goals, primarily B-BBEE contributor status and supplier locality within the Eastern Cape province.

SABS Approval: All protective gear must carry active South African Bureau of Standards certification, ensuring compliance with national occupational safety and quality mandates.

Central Supplier Database (CSD): A mandatory government registry that validates supplier legitimacy, tax compliance, and banking details before any public sector contract can be awarded or processed.

MBD Declarations: Standardised municipal forms requiring bidders to legally certify independence from collusive bidding practices, disclose potential conflicts of interest, and confirm clean supply chain conduct over the preceding five years.
