Objectives

The primary objective of this tender is to supply and deliver prescription spectacles, including single vision, bifocal, and multi-focal sets, to Nseleni Community Health Centre for a period of 12 months. The aim is to ensure the provision of quality optical devices that meet specified standards and specifications, supporting eye health services within the KwaZulu-Natal Department of Health.

Scope

The scope encompasses the supply, delivery, and potential installation of ready-made and prescription spectacles, including frames, lenses, and accessories, in accordance with detailed technical specifications. The contract covers an estimated total of 2000 pairs of spectacles over 12 months, with the possibility of cancellation if similar items are procured through other channels during the contract period. The scope also includes optional accessories, samples, and compliance with relevant standards and specifications.

Technical Requirements

• Complete sets of spectacles with metal and plastic frames, lenses (organic plastic, polycarbonate, high refractive index), and coatings (anti-reflection, photochromic).
• Frames must be SABS approved, of current designs, suitable for all face shapes and sizes, including children, with a variety of colours and adjustable pupillary distances (40-80mm).
• Lenses must include single vision, bifocal, and ready-made reading glasses, with specified powers and tint options (full, gradient, photochromic).
• All spectacles and accessories must conform to the specifications outlined in the Health Technological Services (HTS) specifications, including quality standards (SABS, ISO).
• Suppliers must provide all necessary accessories for immediate use, including spectacle cases, cleaning cloths, straps, and optional accessories listed in the schedule.
• All products must be supplied with proper labelling, packaging, and documentation, including expiry dates, product codes, and manufacturer details.
• Suppliers must guarantee that all items are new, of the latest models, and free from defects, with warranties as specified.

Skills Requirements

• Proven experience in the supply and distribution of optical products, particularly spectacles and related accessories.
• Knowledge of relevant standards such as SABS, ISO, and health regulations pertaining to optical devices and medical devices.
• Ability to provide samples, technical documentation, and compliance certificates as required.
• Capacity to deliver large quantities within specified timeframes, supported by previous order completion certificates and references.
• Competence in providing technical support, installation, and after-sales services, including repairs and upgrades.
• Understanding of procurement policies, including preferential procurement regulations and compliance with legislation such as the Public Finance Management Act and the Prevention and Combating of Corrupt Activities Act.
