Objectives

The primary objective of this tender is to procure a qualified and SETA-accredited service provider to deliver First Aid Training at Level 1 & 2 for officials of Mossel Bay Municipality. The training aims to equip participants with essential first aid skills, including basic life support, risk-based primary emergency care, and incident management, ensuring compliance with relevant safety regulations and standards.

Scope

The scope includes:

• Provision of accredited First Aid Level 1 & 2 training, including refresher courses.
• Conducting training sessions within the specified timeframe, with formative assessments and portfolio evidence.
• Providing certificates of attendance and competency to delegates.
• Maintaining records of attendance, progress, and incidents.
• Ensuring training is aligned with the relevant unit standards and SETA accreditation.
• Providing additional opportunities for delegates not yet competent.
• Covering costs related to transport, accommodation, and training materials.

Technical Requirements

The service provider must:

• Be accredited by a recognized Quality Assurance Body delegated by the QCTO, in accordance with the OHS Act 85 of 1993.
• Hold valid accreditation for the following unit standards:
• 119567 Perform basic life support and first aid procedures (Level 1)
• 120496 Provide risk-based primary emergency care / first aid in the workplace (Level 2)
• Provide proof of accreditation with the bid submission.
• Ensure training is conducted within fifteen (15) days of appointment.
• Submit detailed course outlines, SETA accreditation status, and progress reports.
• Use qualified trainers with appropriate experience and equipment, including medical supplies for practical training.
• Maintain compliance with all relevant safety and health regulations.

Skills Requirements

The successful bidder must demonstrate:

• Qualified trainers with relevant certifications and experience in first aid training.
• Ability to deliver training in an engaging and effective manner, suitable for adult learners.
• Competence in assessment and record-keeping, including formative assessments and portfolios.
• Effective communication skills to liaise with municipal officials and delegates.
• Capacity to provide additional training opportunities for delegates who do not initially meet competency standards.
• Provision of appropriate training tools, equipment, and materials to ensure quality training delivery.
