The primary objective of this Request for Quotation (RFQ) is to appoint a qualified service provider to supply 160 physical copies of the "Local Government Library 2026 Edition." This consolidated reference guide contains essential South African legislation and regulations necessary for municipal governance, ensuring local government officials have immediate access to current statutory frameworks.
The successful bidder will be responsible for procuring, producing, and delivering 160 pocket-sized booklets containing the specified legislative compendium. The contract will be administered under the General Conditions of Contract 2015 issued by National Treasury. Upon award, the municipality will issue an official Purchase Order before any delivery or service rendering commences. Payment terms stipulate settlement within 30 days of invoice receipt. Suppliers must guarantee delivery within 7–21 days after receiving the official order, with a fallback commitment window of 8–12 weeks documented in the delivery schedule.
No specialized technical certifications or professional licenses are mandated. However, bidders must demonstrate verifiable experience in the supply and distribution of similar government publications or regulated goods. Core competencies include efficient inventory and logistics management to adhere to strict delivery windows, administrative proficiency in completing municipal compliance declarations, and financial stability to support fixed-price contracting.
