Objectives

The primary objective of the tender is to procure medical assessments for artisans in the Bloemfontein Regional Office. The assessments aim to ensure artisans undergo comprehensive medical examinations, including vaccinations, biological monitoring, and clinical evaluations, to promote occupational health and safety. Additionally, the project seeks to transfer technical skills, improve employability, and support registration with relevant professional bodies such as SACNASP and others.

Scope

The scope of work includes:

• Conducting a full medical examination comprising audiogram, spirogram, urine dipstick screening, vision screening, medical and occupational history, and physical examination including blood pressure check.
• Administering vaccinations: Tetanus and Twinrix Hepatitis A & B.
• Performing biological monitoring tests for end-organ damage: HB, White Blood Cell count, and chest x-ray with radiologist report.
• Carrying out clinical examinations: physical exam, medical history, urine test, and issuing certificates of fitness.
• Providing occupational medical practitioner examinations, file reviews, and sign-offs.
• Maintaining and handing over artisan medical files after 12 months for record-keeping.
• All assessments are to be conducted in-house at the Department of Public Works in Bloemfontein.

Technical Requirements

The technical requirements include:

• Engagement of certified Occupational Medical Practitioners, nurses, or medical doctors registered with relevant statutory bodies (HPCSA, SANC).
• Provision of all necessary equipment, tests, and apparatus for medical assessments.
• Preparation of detailed baseline and full medical examination reports, vaccination results, biological monitoring reports, and clinical examination reports.
• Completion of assessments within 30 days of project commencement.
• Submission of comprehensive project proposals including methodology, milestones, and company profile.
• Provision of certificates of qualification and registration for all personnel involved.

Skills and Experience Requirements

The service provider must demonstrate:

• Experience in administering occupational health assessments, with a proven track record of 3-5 years in similar projects.
• Qualified personnel including Occupational Medical Practitioners, nurses, or medical doctors registered with relevant bodies.
• Capability to bring and operate all necessary medical equipment and testing apparatus.
• Ability to prepare detailed reports and maintain accurate records for 12 months.
• Provision of a qualified and certified team with relevant academic qualifications (e.g., MBChB, Nursing, Occupational Therapy) and professional registration.
