Objectives

The primary objective of this tender is the procurement of property software to meet the needs of the Department of Public Works and Infrastructure. The goal is to acquire a suitable software solution that complies with technical and responsiveness criteria, ensuring effective property management and related services.

Scope

The scope includes the provision of property software, submission of complete tender documentation, compliance with responsiveness and technical requirements, and adherence to procurement regulations. It also involves participation in pre-bid meetings, submission of relevant documentation, and compliance with evaluation criteria related to ownership, empowerment, and other specific goals.

Technical Requirements

• Provision of property software as per specifications provided in the tender documents.
• Completion of all parts of tender documents in ink, signed where required, with no correction fluid allowed.
• Registration on the National Treasury’s Central Supplier Database (CSD).
• Compliance with security clearance requirements if applicable.
• Submission of preference points claim forms and proof of BBBEE status, ownership, and empowerment goals.
• Adherence to the general conditions of contract, including inspection, testing, delivery, and warranty provisions.
• Provision of necessary documentation such as resolutions, disclosures, and declarations to substantiate responsiveness and compliance.

Skills Requirements

• Technical expertise in property software solutions, including installation, configuration, and support.
• Ability to complete and sign tender documentation accurately and legibly.
• Knowledge of procurement processes, including compliance with BBBEE and preferential procurement regulations.
• Capability to provide technical support, training, and incidental services related to the software.
• Understanding of security clearance procedures and documentation.
• Experience in project management and adherence to contractual obligations, including testing, inspection, and warranty management.
