Objectives

The primary objective of this tender is to appoint a qualified and impartial service provider to deliver professional interpretation services during formal internal disciplinary hearings. The aim is to ensure linguistic accuracy and procedural fairness for all parties involved, particularly in complex cases related to SCM and PFMA non-compliance, procurement procedures, and statutory regulations.

Scope

The scope includes providing interpretation services for a duration of five days, specifically from 18th to 22nd May 2026, during internal disciplinary hearings at Onderstepoort Biological Products Ltd (OBP). The services must facilitate accurate communication between parties in both English and Afrikaans, ensuring procedural fairness and compliance with statutory and organizational regulations.

Technical Requirements

• Provision of professional interpretation services during formal internal disciplinary hearings.
• Interpret both English and Afrikaans languages properly.
• Availability for the scheduled dates (18th to 22nd May 2026).
• Demonstrated understanding of SCM and PFMA "Terms of Art" (e.g., Deviations, Irregular Expenditure).
• Experience in legal or disciplinary interpretation with a minimum of five (5) years.
• Affiliation with recognized professional bodies (e.g., SATI).
• Provision of CVs and contactable references demonstrating relevant experience.
• Evidence of relevant qualifications in interpreting, languages, or related training.

Skills Requirements

• Minimum of 5 years’ experience in legal or disciplinary interpretation.
• Proven ability to interpret complex legal and statutory matters accurately.
• Fluency in both English and Afrikaans, with proper understanding of legal and procurement terminology.
• Affiliation with recognized professional bodies such as SATI.
• Ability to maintain neutrality and translation accuracy during hearings.
• Strong communication and interpersonal skills to facilitate clear understanding among involved parties.
