Objectives

The primary objective of this tender is to procure a programme for painting at Baniyena Clinic, including repainting internal walls, doors, door frames, windows, and related works to improve the facility's appearance and hygiene standards. The project also aims to ensure proper commissioning, training, and handover of any equipment involved, with a guarantee period of 12 months for workmanship and materials.

Scope

The scope of work includes:

• Repainting of all internal walls, doors, door frames, and windows within Baniyena Clinic.
• Preparation works such as washing walls, filling cracks/holes, sanding, priming, and applying multiple coats of paint as specified.
• Painting of external metal door frames with bituminous paint and refurbishment of steel window frames, including glass replacement where needed.
• Application of specified paint types (e.g., polyurethane wash n’ wear, washable acrylic, exterior washable paints, enamel paints).
• Commissioning, testing, and handover of the completed work, including training if equipment is involved.
• Adherence to technical specifications, safety standards, and quality requirements.

Technical Requirements

The technical requirements include:

• Compliance with Department of Health Standard Specifications and SANS standards.
• Use of new, unused, and latest pattern materials and equipment, preferably SABS marked.
• Preparation of a detailed program of works submitted prior to commencement, extending to 8 weeks post-handover.
• Implementation of a project-specific Health and Safety Plan approved before work begins.
• Proper site access arrangements and minimal disruption to clinic operations.
• Guarantee of 12 months for workmanship and materials, covering defects and performance issues.
• Testing and commissioning of all installations and works.
• Disposal of removed items and debris responsibly.

Skills Requirements

The tenderer must demonstrate:

• Trade-tested painter with valid certification.
• Experience in completing at least 3 similar painting projects within the last 5 years, supported by award/purchase orders and completion certificates.
• Provision of a Staff Organogram showing a supervisor with at least 2 years of relevant experience.
• Qualified personnel including a Contracts Manager, Foreman, Health and Safety Officer, and general workers.
• Capacity to execute the scope with quality workmanship, adhering to safety and technical standards.
