Objectives

The primary objective of this tender is to procure a painting service for Maputaland Clinic, including repainting internal walls, doors, door frames, windows, and related works to improve the facility's appearance and condition. The project also encompasses installation of carports, roof replacement, electrical works, and associated services to ensure a comprehensive upgrade of the clinic infrastructure.

Scope

The scope of work includes:

• Repainting of all internal walls, doors, door frames, and windows within Maputaland Clinic and associated facilities (staff residences, guardhouse).
• Preparation works such as washing walls, filling cracks, sanding, priming, and applying multiple coats of paint as specified.
• Refurbishment of steel window frames, doors, and other metal components, including removal of loose paint, priming, and painting.
• Painting of external surfaces with durable washable exterior paints.
• Roof replacement, electrical installation, and other provisional sums related to building repairs.
• Commissioning, testing, and handover of all installed works.
• Adherence to health and safety standards, site coordination, and minimal disruption to clinic operations.

Technical Requirements

The technical requirements specify that:

• All work must comply with the Department of Health Standard Specification and relevant SANS standards.
• Use of new, unused, and latest pattern materials, with SABS markings where possible.
• Work must be carried out by skilled, competent personnel, supervised by a qualified representative.
• All painting materials must meet specified standards (e.g., SANS 681:1997, SANS 1586:1995, SANS 515:1972).
• Guarantee period of 12 months for workmanship and materials, including equipment installations.
• Proper site access, safety plans, and coordination with the Department’s representatives.
• All installation, testing, and commissioning to be completed within an 8-week program post site handover.

Skills Requirements

The tenderer must demonstrate:

• Trade-tested painters with valid certificates.
• Experience in executing at least three similar painting projects within the last five years, supported by award/purchase orders and completion certificates.
• A detailed project management structure (organogram) showing roles such as Contracts Manager, Foreman, Health & Safety Officer, and General Workers.
• Supervisory personnel with at least two years of relevant experience.
• Capacity to supply all necessary equipment, materials, and skilled labor to meet project specifications and standards.
