Objectives

The primary objective of this tender is to procure a Programme for Painting at Ndumo Clinic, ensuring the refurbishment and maintenance of the facility's internal walls, ceilings, doors, windows, and related structures. The project aims to improve the aesthetic and structural quality of the clinic in accordance with departmental standards and specifications.

Scope

The scope of work includes:

• Repainting of all internal walls, ceilings, doors, door frames, and windows within Ndumo Clinic.
• Preparation of surfaces, including cleaning, sanding, crack repairs, and priming.
• Application of specified paint systems, including primer, undercoat, and finishing coats, adhering to manufacturer specifications.
• Repairs to existing painted surfaces, cracks, mortar joints, and damaged areas.
• Provision of necessary materials, tools, and equipment for the duration of the project.
• Site clearance, safety measures, and disposal of removed items and debris.
• Commissioning, testing, and handover of the painted facilities.

Technical Requirements

The technical requirements include:

• Compliance with Department of Health Standard Specifications and SANS standards.
• Use of only new, unused, and manufacturer-approved paint products, with a single manufacturer for the entire paint system.
• Surface preparation involving cleaning, sanding, crack filling, and priming as per specifications.
• Application of paint in dry, dust-free conditions, with coats of adequate thickness and proper curing.
• Repairs to cracks (0.2mm to over 2mm), mortar joints, and existing painted surfaces to ensure durability and quality.
• Guarantee of workmanship and materials for a minimum period of 12 months post-completion.
• Adherence to health and safety regulations, including submission of a site-specific Health and Safety Plan.
• Completion within the contract period of 8 weeks from site handover.

Skills Requirements

The tenderer must demonstrate:

• Trade-tested painters with valid certificates.
• Experience in executing at least 3 similar painting projects within the last 5 years, supported by award/purchase orders and completion certificates.
• Provision of a Staff Organogram showing a supervisor with at least 2 years of relevant experience.
• Capability to mobilize skilled personnel, appropriate equipment, and materials to meet project timelines and quality standards.
• Ability to coordinate site activities, manage surface repairs, and ensure safety and environmental compliance.
