Objectives

The primary objective of this tender is to design and construct durable, safe, and efficient pavement surfaces for the parking lot and walkways at Transnet Port Terminal Pier 1. The project aims to enhance operational safety, facilitate smooth vehicle and pedestrian movement, and ensure the infrastructure can withstand heavy vehicular loads while maintaining a high standard of quality and safety.

Scope

The scope of work includes:

• Site inspection, survey, and ground condition verification
• Site clearing, vegetation removal, and disposal of debris
• Excavation, grading, and preparation of subgrade
• Installation of geotextile fabric (if necessary)
• Supply and placement of aggregate base material
• Application of prime or tack coats
• Construction of concrete pavement with specified thickness
• Surface finishing, compaction, and smoothness assurance
• Installation of road markings, signage, and stormwater drainage systems
• Restoration of site including debris removal, landscaping, and drainage finalization
• Construction of parking bays, walkways, and bollards
• Water runoff management and turf or grass installation

The scope also encompasses ensuring minimal disruption to terminal operations during construction and compliance with safety and quality standards.

Technical Requirements

The technical requirements include:

• Adherence to site inspection and survey protocols
• Proper excavation, grading, and compaction to achieve specified subgrade and base levels
• Use of suitable materials such as aggregate base, asphalt, and concrete as per specifications
• Installation of drainage systems to prevent water pooling and erosion
• Application of reflective, weather-resistant road markings
• Provision of a minimum 12-month warranty on workmanship
• Implementation of safety measures including PPE, traffic control, and site signage
• Compliance with environmental regulations, including tree removal and debris disposal
• Preparation and submission of a detailed project plan (Gantt Chart) prior to commencement

Skills and Qualifications Requirements

The bidder must demonstrate:

• Relevant experience in pavement construction, site preparation, and infrastructure projects, with at least 3 similar projects completed with traceable references
• Qualified personnel with civil engineering or related certifications, including experience in heavy-duty pavement and drainage systems
• Compliance with CIDB grading of 2GB or higher
• Provision of warranties for workmanship (minimum 12 months)
• Ability to provide all necessary safety, environmental, and quality assurance documentation
• Capability to execute the scope within the specified timeline and budget
• Demonstrated understanding of environmental regulations, including tree removal and site restoration
• Proven ability to manage traffic control and safety measures during construction
