Objectives

The primary objective of this tender is to procure armed response security services for Nelshoogte Plantation over a period of four (4) months. The services aim to ensure the safety and protection of personnel, visitors, assets, and property within the plantation, effectively respond to criminal activities, and maintain compliance with relevant legislation and standards. The service provider must also be capable of conducting forensic investigations into timber theft and illegal sawmill activities, and respond flexibly to changing threat dynamics.

Scope

The scope of work includes:

• Deployment of armed response units, including a Team Leader Grade B and Grade C armed security guards, for patrol and response to criminal activities.
• Provision of dedicated 4x4 vehicles (minimum 5-seater), equipped with vehicle tracking and branding at the company's discretion.
• Use of weapons (assault rifles and shotguns) with evidence of competencies, firearm licenses, and safety inspections.
• Training in conflict response, arrest procedures, and evidence handling for officers.
• Implementation of communication systems such as digital radios and radio phones.
• Liability for stolen or damaged assets, with public liability coverage of at least R10 million.
• Capability to trace, investigate, and prosecute timber theft and illegal activities.
• Inclusion of travel allowances, management and monitoring systems, and monthly reporting, including vehicle tracking reports.
• Flexibility to adapt operations based on threat assessments and respond to other illegal activities beyond illegal harvesting.
• Compliance with health, safety, and legislative requirements, including police clearance, PSIRA registration, and safety protocols.

Technical Requirements

The technical specifications for the security services include:

• Provision of armed response units with proven forestry industry experience and footprint in the Lowveld area.
• Vehicles must be 4x4, branded optionally, fitted with vehicle tracking, and have a strobe light.
• Security personnel must hold valid firearm licenses, competencies, and relevant certifications.
• Personnel must be trained in conflict response, arrest procedures, evidence handling, and safety protocols.
• Communication systems (digital radios, radio phones) must be operational and licensed.
• Liability insurance of a minimum of R10 million for assets and damages.
• Capability to conduct forensic investigations and respond to illegal activities.
• Monthly reports, vehicle tracking reports, and employment verification documentation.
• Ability to respond to threats dynamically, including moving operations as threats evolve.
• Compliance with all relevant health, safety, environmental, and legal standards.

Skills Requirements

The tender specifies that the service provider and personnel must possess:

• Proven experience of at least 5 years in providing tactical response services within the forestry industry, particularly in the Lowveld and Highveld regions.
• Qualified armed security guards with firearm competencies, licenses, and safety inspections.
• Trained personnel in conflict response, arrest procedures, evidence handling, and safety protocols.
• Capability to operate and maintain communication systems, vehicle tracking, and forensic investigation tools.
• Ability to adapt to changing threat environments and respond promptly to illegal activities.
• Compliance with PSIRA registration, COIDA, SHEQ standards, and other statutory requirements.
• Provision of employment contracts, payslips, and verification documents for compliance checks.
