Objectives

The primary objective of this tender is to appoint an experienced and reputable service provider to deliver comprehensive, high-standard cleaning services at Transnet Pipelines, Empangeni Workshop. The aim is to maintain a hygienic, safe, and compliant environment across all operational areas to support efficiency, employee wellbeing, and regulatory adherence.

Scope

The scope of work includes:

• Provision of cleaning services at Transnet Pipelines, Empangeni Workshop located at Corner Steelway & Brons Street, Kuleka, Empangeni.
• Cleaning of various functional areas within the workshop, including ablution facilities, kitchens, administrative offices, support infrastructure, and operational zones.
• Maintenance of cleanliness, hygiene, and safety standards as stipulated by Transnet Pipelines.
• Deployment of cleaning staff from Monday to Friday, 07h30 to 16h00, excluding weekends and South African public holidays.
• Provision of relief staff during absences.
• Waste management, including waste transfer to designated disposal areas and maintaining clear plumbing lines.
• Regular polishing, buffing, and smudge removal to ensure high-shine finishes on timber and glass surfaces.

Technical Requirements

The technical requirements include:

• Adherence to site-specific rules and safety standards.
• Use of electrical equipment compliant with SABS standards and appropriate ratings.
• Inspection of equipment by Transnet’s Health and Safety representatives.
• Mandatory use of warning signage such as “Slippery When Wet”.
• Use of fall protection PPE for work at heights (e.g., window cleaning).
• Proper storage and handling of hazardous substances, with Safety Data Sheets (SDS) displayed.
• Secure storage of equipment in designated areas and maintaining clean, organized storerooms.
• Implementation of stock control systems and timely replenishment of consumables.
• Segregation of cleaning equipment using a designated colour-coding matrix to prevent cross-contamination:
• Red: Ablution facilities
• Green: Kitchen and dining areas
• Blue: Administrative offices and operational areas
• Yellow: Support infrastructure (verandas, corridors, walkways)

Skills Requirements

The successful service provider must possess:

• Proven experience in delivering high-standard cleaning services in industrial or similar environments.
• Qualified and trained cleaning staff familiar with safety protocols and equipment handling.
• Capability to maintain stock levels and implement effective stock control systems.
• Knowledge of hazardous substances handling and compliance with safety standards.
• Ability to prepare and submit Safety Management Plans (CHSMP) and compliance documentation for approval prior to commencement.
• Medical fitness of staff, including chest X-rays conducted by registered Occupational Health Practitioners, at the contractor’s expense.
• Strong adherence to health and safety regulations, including proper PPE usage and hazard management.
