Objectives

The primary objective of this tender is to provide diving services in Saldanha for a one-off period to retrieve and re-deploy buoys and mooring hardware. The services include deployment, recovery, cleaning, inspection, refurbishment, and precise placement of navigational aids to ensure operational integrity of lighthouse and navigational systems in the Western Region.

Scope

The scope of work encompasses the following key activities:

• Mobilisation of qualified and certified diving personnel and equipment compliant with the South African Diving Code of Practice.
• Retrieval of mooring blocks, chains, and buoys from specified locations, including attaching airbags and floating them to quay-side for crane retrieval.
• Cleaning sea-growth from buoys prior to retrieval.
• Inspection and refurbishment of buoys and mooring hardware by Lighthouse and Navigational Systems (LNS).
• Placement of buoys and mooring hardware at charted positions, ensuring accurate positioning.
• Provision of all necessary diving equipment, machinery, and boat services by the service provider.
• Execution of work within weather constraints and specified timeframes.

Technical Requirements

The technical requirements include:

• Use of certified personnel and equipment in accordance with the South African Diving Code of Practice.
• Depth at the work site is approximately 8 metres, located at Latitude 33°00.715'S and Longitude 17°59.076'E.
• Handling polyethylene buoys (1.5m, 261kg), mooring blocks (0.5m x 0.5m, 1 Ton), and mooring chains (10m, 155kg).
• Provision of safe diving equipment and machinery for all operations.
• Adherence to Occupational Health and Safety Act (Act 85 of 1993) and Transnet’s safety regulations, including compliance with Diving Regulations, 2009.
• All work to be weather-dependent and completed within the specified timeframe.

Skills Requirements

The tender requires the following skills and competencies:

• Qualified and certified diving personnel experienced in marine retrieval and deployment operations.
• Competence in handling and operating diving equipment safely and effectively.
• Ability to plan and execute marine operations in accordance with South African Diving Code of Practice.
• Knowledge of safety regulations and procedures related to diving and marine works.
• Capability to provide and operate support boats and related machinery.
• Proven experience in working in similar maritime environments and handling navigational aids.
