Objectives

The primary objective of this tender is to procure equipment hire services for dust suppression water cannon spray trucks at TPT RCB over a period of 2 months. The service aims to mitigate dust pollution, ensure environmental compliance, and support port operations by providing effective dust suppression during cargo handling activities.

Scope

The scope includes:

• Provision of dust suppression water cannon spray trucks with qualified operators for a duration of 2 months.
• Deployment of equipment across various operational areas within the port, including multiple stockpile zones and critical operational sites.
• Operation of equipment during specified shifts (24 hours daily, with day and night shifts) over the 2-month period.
• Ensuring equipment coverage in all designated areas based on demand, including high dust emission zones and risky areas, with minimum reach of 100 meters.
• Adherence to safety, health, and environmental regulations, including proper PPE use and compliance with relevant legislation.

Technical Requirements

The technical specifications for the equipment and operational standards include:

• Spray size: 100 meters
• Flow rate: 7-11 liters per second
• Liquid pump pressure: 0.5 – 2.5 bar, with advanced stainless-steel pumps
• Fog drop particles: 50-300 microns
• Horizontal range: >100 meters
• Pitch angle: -10° to 45°
• Horizontal rotation: 320°, adjustable
• Aggregate power: >75 kW with total power adjustment
• Operational hours: 24 hours daily, including night shifts (18:00-06:00)
• Equipment must be durable, reliable, and compliant with safety standards

Skills and Qualification Requirements

Respondents must ensure:

• Provision of qualified operators with valid certificates of competence or legal operating licenses as per South African law.
• Operators must be medically fit, with reports confirming fitness to work in port environments.
• Operators and personnel must be trained in safety, health, and environmental protocols, including PPE usage.
• Adherence to safety standards such as ISO 14001:2004, ISO 9001:2008, and relevant occupational health and safety legislation.
• Implementation of safety management plans, hazard identification, and risk mitigation strategies.
• Experience in operating similar dust suppression equipment and familiarity with port safety regulations.
