Objectives

The primary objective of this tender is to engage reputable service providers to perform firebreak preparation and burning activities at Baliremore Plantation over a period of two (2) months. The service aims to ensure effective silviculture operations, including firebreak management in accordance with national fire regulations, to mitigate wildfire risks and support sustainable forest management.

Scope

The scope of work includes:

• Provision of trained silviculture personnel to carry out firebreak preparation activities such as hoeing, slash and rake, and burning of internal and external tracer belts.
• Burning of firebreaks as per the requirements of the National Veld and Forest Fire Act of 1998.
• Operational activities over a two-month period, with specific quantities and units outlined (e.g., 810 mandays for firebreak preparation).
• Use of appropriate tools and equipment, including rakes, hoes, fire beaters, knapsacks, and other silviculture tools.
• Transportation and safety management for personnel, including roadworthy vehicles and personal protective equipment (PPE).

Technical Requirements

The technical requirements include:

• Compliance with the National Veld and Forest Fire Act of 1998 and Best Operating Practices (BOP).
• Provision of qualified personnel with relevant silviculture experience, including supervisors with a minimum of 1-2 years’ experience, and demonstration of relevant qualifications (e.g., National Diploma or higher in Forestry).
• Use of PPE such as hardhats, fire-retardant overalls, flame-resistant balaclavas, boots, heat-resistant gloves, safety goggles, dust masks, and rain suits as required.
• Implementation of environmental management practices aligned with FSC standards and SHEQ guidelines.
• Availability of necessary tools and equipment, including fire beaters, hoes, rakes, and transport vehicles.
• Adherence to safety protocols for fire management and emergency response.

Skills Requirements

The skills and qualifications required for service providers include:

• Proven experience in silviculture operations, specifically in firebreak preparation and firefighting within commercial forestry, demonstrated through reference letters (1-6 years’ experience).
• Qualified supervisors or project leaders with relevant forestry qualifications and a minimum of 3-4 years’ experience in silviculture projects.
• Resource availability such as labour carriers, trucks, or buses with valid registration and leasing agreements.
• Personnel with appropriate PPE certifications and safety training.
• Financial capacity to support project execution, evidenced by bank statements or access to credit facilities of at least R400,000.
• Compliance with legal and environmental standards, including registration with the Central Supplier Database (CSD) and valid tax and insurance documentation.
