Objectives

The primary objective of this tender is to appoint a service provider to deliver firearm training for Traffic and Law Enforcement Officers within Mossel Bay Municipality. The training aims to ensure officers are competent in firearm handling and usage in compliance with relevant legislation and standards, thereby enhancing law enforcement capabilities and safety.

Scope

The scope includes:

• Provision of firearm training at the municipal building (Traffic Office) in Hartenbos, Mossel Bay.
• Development and submission of a training programme within 10 working days after contract award.
• Training of officers on handling and use of handguns, shotguns, self-loading rifles, and firearms in military/law enforcement contexts.
• Training to be conducted in accordance with the Professional Firearm Trainers Council (PFTC) standards.
• Delivery of training over the contract period, with possible extension if additional funds become available.

Technical Requirements

The technical requirements include:

• Provision of training based on specific unit standards (e.g., US19494, US119652, US119650, US120487).
• Training to cover handling, use, and safety of firearms for private and professional use.
• Development of a comprehensive training programme in a portfolio format.
• Compliance with legislation, including the Firearm Control Act 2000 and relevant standards.
• Provision of qualified trainers who are members of the Professional Firearm Trainers Council (PFTC).
• Adherence to health and safety standards, including risk assessments, safety procedures, and incident management.

Skills Requirements

The successful bidder must demonstrate:

• Expertise in firearm training and handling, with certified trainers accredited by the PFTC.
• Experience in delivering firearm training to law enforcement or security personnel.
• Ability to develop and implement comprehensive training programmes aligned with legislative requirements.
• Competence in health and safety management, including risk assessments, safety file management, and incident reporting.
• Good communication skills to effectively deliver training and ensure participant understanding.
• Capacity to provide training materials, assessments, and certification in accordance with unit standards.
