Objectives

The primary objective of this tender is to engage competent and experienced service providers for the provision of mail delivery services within the Bergrivier Municipal area. The services are required to be delivered from the date of appointment until 30 June 2026, ensuring efficient and reliable mail delivery to various street addresses within the municipal jurisdiction.

Scope

• Provision of ad hoc mail delivery to street addresses within the Bergrivier Municipal area.
• Delivery services covering multiple areas including Velddrif, Piketberg, Porterville, Redelinghuis, Aurora, Eendekuil, Goedverwacht, and Wittewater.
• Collection of mail from the municipal office at 13 Kerk Street, Piketberg, and delivery to designated areas.
• Handling of various envelope sizes, including C6, DL, C5, C4, and C3, with additional handling fees for larger sizes.
• Provision of necessary documentation, experience, and references demonstrating capability in mail delivery services.
• Compliance with all relevant legislation, regulations, and municipal policies related to procurement and service delivery.

Technical Requirements

The technical specifications for the service provider include:

1. Registration & Certification: Must be registered on the Central Supplier Database (CSD) with a valid supplier number (starting with MAAA). A valid Tax Clearance Status Pin (TCS Pin) and a B-BBEE status level verification certificate or sworn affidavit must be submitted.
2. Experience & References: Demonstrate previous experience in mail delivery or courier services with at least two reference letters and proof of similar service delivery.
3. Pricing & Payment: Fixed prices inclusive of VAT, detailed in the provided pricing schedule, with payment to be made within 30 days of invoice submission.
4. Delivery & Service Standards: Mail collection from the municipal office, timely delivery within specified areas, and adherence to the delivery schedule.
5. Confidentiality & Security: Maintain confidentiality of mail and ensure secure handling during collection and delivery.
6. Compliance & Legislation: Adhere to the Municipal Supply Chain Management Policy, Preferential Procurement Regulations, 2022, and other relevant legislation.
7. Additional Services: May include on-site assembly, training, maintenance, and provision of spare parts as required.
8. Insurance & Warranty: Goods and services must be fully insured, and warranties must be provided for a minimum of 12 months post-delivery.
