Objectives

The primary objective of this tender is to procure cargo handling services, including the supply and operation of material handling equipment, at the Kendal Inland Terminal for coal. The services aim to facilitate the receipt, stockpiling, and loading of coal into rail wagons over a period of three months, ensuring efficient and safe handling processes.

Scope

The scope encompasses:

• Provision of cargo handling services at Kendal Inland Terminal for a duration of three months.
• Supply of front-end loaders (FEL) with load cells, operators, and supporting staff.
• Handling inbound coal trucks, stockpiling, and loading coal into rail wagons.
• Operational management including safety, site access, personnel, and equipment management.
• Ensuring compliance with safety, environmental, and operational standards.
• Maintaining equipment availability, safety files, and insurance coverage.
• Implementing operational procedures for receiving, weighing, stockpiling, and rail loading processes.

Technical Requirements

The technical specifications for the equipment and services include:

• Provision of front-end loaders with load cells, capable of handling coal and equipped with safety features such as rotating lights and sirens.
• Equipment must be tested, certified, and compliant with relevant safety and legislative standards.
• Equipment must operate effectively in a dry, dust-laden, and industrial environment at high altitude (~1500m above sea level).
• Loaders must have a capacity of 5000L-6000L diesel tanks, with operators holding valid competency certificates.
• Personnel must fulfill operational, safety, and recordkeeping requirements, including PPE, medicals, and training.
• Safety files must include employee medical reports, calibration certificates, SHE records, and first aid readiness.
• Equipment must be available with minimal downtime, and replacement equipment must be provided during breakdowns.
• Insurance coverage must include Public Liability, Professional Indemnity, and other relevant policies with a minimum limit of R5,000,000 per incident.

Skills Requirements

The tender specifies the need for personnel with the following skills and qualifications:

• Operators with valid competency certificates for front-end loaders and rail wagon inspection.
• Skilled personnel for equipment operation, safety compliance, and recordkeeping.
