Objectives

The primary objective of this tender is to provide a one-time Megger (Insulation Resistance) testing service on the dredger Italeni at the Port of Cape Town. The testing aims to assess the electrical insulation health of cables, switchboards, distribution panels, and associated electrical circuits to detect faults, prevent breakdowns, and facilitate future condition monitoring, trending, and maintenance planning.

Scope

The scope includes:

• Performing Megger insulation resistance tests on selected electrical equipment and circuits onboard the dredger Italeni, as specified in the equipment list.
• Testing electrical systems exposed to harsh marine conditions, including moisture, salt air, vibration, and temperature fluctuations.
• Pre-testing activities such as equipment isolation, safety permit acquisition, and coordination with vessel personnel.
• Post-testing activities including analysis, reporting, and recommendations for corrective actions.
• Testing to be conducted while the vessel is alongside at the port, with test locations confirmed on board.

Technical Requirements

The technical requirements include:

• Adherence to all relevant safety, health, environmental, and quality standards, including OEM and international electrical standards (e.g., SANS/IEC).
• Preparation and submission of a method statement aligned with this scope, including detailed procedures for testing, safety, and isolation.
• Development of a project-specific Quality Control Plan (QCP) and risk assessment, reviewed and approved prior to testing.
• Use of calibrated, traceable test equipment suitable for the required voltages and ranges.
• Performing insulation resistance tests, including absorption (DAR) tests where applicable, with measurements recorded and categorized according to standards.
• Providing comprehensive reports summarizing activities, results, equipment condition, and recommendations.

Skills Requirements

The service provider must possess:

• Qualified personnel with expertise in electrical insulation testing and maintenance, familiar with marine and port environments.
• Experience in conducting Megger testing on complex electrical systems in harsh conditions.
• Ability to prepare detailed method statements, quality control plans, and risk assessments.
• Proficiency in interpreting insulation resistance test results and providing actionable recommendations.
• Compliance with safety protocols, permits, and environmental regulations applicable to port and vessel operations.
• Capability to coordinate with vessel crew and port authorities to ensure safe and efficient testing activities.
