Objectives

The primary objective of this tender is to procure on-site medical emergency services at Transnet Port Terminals (TPT), Richards Bay Terminal, for a duration of four (4) months. The services aim to provide legally compliant Basic and Intermediate Life Support Emergency Ambulance services to ensure prompt medical response for injured or ill employees, supporting Transnet’s safety and health commitments.

Scope

The scope includes:

• Provision of 24/7 on-site emergency medical response services at Richards Bay Terminal.
• Deployment of qualified personnel, including one (1) Basic Life Support (BLS) ambulance, one (1) Intermediate Life Support (ILS) ambulance, and associated rescue equipment.
• Responsibility for responding to all types of medical emergencies, including transportation to healthcare facilities.
• Provision of incident reporting, communication devices, and adherence to legal and safety standards.
• Coordination with hospital and healthcare facilities for injury management and patient care.
• Implementation of safety and health management plans, including regular inspections and compliance with legislation.

Technical Requirements

The technical specifications include:

• Deployment of fully equipped ambulances (minimum one (1) BLS and one (1) ILS ambulance), aged no more than five (5) years, fitted with lights, sirens, and communication systems.
• Availability of trained personnel in accordance with HPCSA or relevant professional body standards, including rescue and medical response teams.
• Provision of medical rescue equipment, jump bags, and consumables, with ambulance maintenance and weekly inspections.
• Insurance coverage of at least R50 million for Medical Malpractice and medico-legal hazards.
• Response times from base to site within 10 minutes for ALS responders.
• Compliance with all legal, safety, and licensing requirements for ambulance services within KwaZulu Natal.
• Use of communication devices and incident report forms to document responses and patient details.

Skills Requirements

The successful bidder must demonstrate:

• Provision of suitably qualified emergency medical personnel, including paramedics and rescue technicians, with valid HPCSA registration or equivalent.
• Experience in operating emergency ambulance services, with a proven track record in similar environments.
• Capability to manage and maintain ambulance fleet, ensuring vehicles are serviced, insured, and compliant with safety standards.
• Ability to coordinate emergency responses efficiently, including communication, incident reporting, and patient care management.
• Knowledge of legal and safety regulations governing emergency medical services in KwaZulu Natal.
• Capacity to provide ad hoc specialized rescue or medical services upon request, with qualified personnel and equipment.
