Objectives

The primary objective of this tender is to procure a service provider to deliver pest control operator training and supervision over a period of six (6) months. The training aims to equip land claimant beneficiaries within the agriculture and forestry sectors with the necessary skills and certification to operate pest control activities in compliance with relevant legislation. Additionally, the training supports SAFCOL's strategic goal of becoming a partner of choice with land claimant beneficiaries.

Scope

The scope of work includes:

• Providing a three-day theoretical training session at designated SAFCOL sites in Mpumalanga, Limpopo, and KZN for 20 beneficiaries from land claimant entities.
• Conducting practical supervision and mentorship sessions over six months at SAFCOL plantations, targeting non-commercial areas, with sessions held twice weekly.
• Ensuring participants obtain a Pest Control Operator (PCO) license, including covering application fees and submitting necessary documentation to the Department of Agriculture.
• Providing Personal Protective Equipment (PPE) to all participants as prescribed.
• Covering costs related to medical check-ups for delegates before and after training, and assisting with licensing procedures.

Technical Requirements

The technical requirements for the tender include:

• Engaging an accredited Pest Control Operator training provider with at least 4 years of relevant experience in pest control training and supervision.
• Delivering a skills program aligned with NQF Level 4: Pest Control Operator (PCO) Category – Agriculture and Forestry.
• Providing comprehensive training covering application techniques, monitoring procedures, clean-up procedures, and compliance with Act 36 of 1947 (Pesticide Label Guidelines).
• Supervisory or mentorship sessions conducted at SAFCOL plantations, targeting non-commercial areas.
• Assisting participants with the licensing process, including covering application fees and submitting required documentation.
• Ensuring all training personnel are qualified, competent, and certified as per statutory requirements.
• Implementing quality management and safety protocols throughout the training and supervision process.

Skills Requirements

The skills and qualifications required from the service provider include:

• Proven experience of at least 4 years in pest control training and supervision, with demonstrated knowledge of pest control practices in agriculture and forestry sectors.
• Qualified trainers with relevant expertise and experience in pest control operations and training delivery.
• Ability to develop and implement detailed training and supervision plans, including timelines and resource allocation.
• Competence in managing licensing processes and ensuring participants meet all statutory and regulatory requirements.
• Effective communication and coordination skills to facilitate training sessions, supervision, and stakeholder engagement.
• Capability to provide PPE, medical check-ups, and other logistical support for participants.
• Adherence to health, safety, and quality standards as per relevant legislation and SAFCOL policies.
