Objectives

The primary objective of this tender is to secure the provision of security services at 08 Kemp Street, Hartswater, for a duration of four months on a month-to-month basis. The services include staffing of security officers for both day and night shifts, specifically Grade C security officers, along with relievers, to ensure the safety and security of the premises.

Scope

The scope encompasses the following:

• Provision of 1 day shift security officer and 1 night shift security officer, both Grade C.
• Provision of reliever security officers for both shifts.
• Service duration of 4 months, with the possibility of extension or insourcing as per departmental requirements.
• Implementation of security measures including access control, patrols, incident reporting, and emergency response.
• Adherence to specified technical and skills requirements for security personnel.

Technical Requirements

• Provision of security officers trained and registered in terms of the Private Security Industry Regulation Act (PSIRA).
• Security officers must possess at least Grade 10 qualification, be medically fit, and have relevant experience (minimum of one month).
• Officers must be able to communicate effectively in English and at least one additional language.
• Security personnel must be properly equipped with uniforms, identification cards, and necessary security aids (e.g., batons, handcuffs, radios).
• Officers are responsible for access control, patrols, incident recording, and reporting.
• Supervisors must hold at least Grade 10 and a PSIRA Grade B certificate, capable of leading and controlling security staff.
• Security officers must undergo formal security training and pass relevant assessments.
• Vetting of security personnel, including criminal record checks and security clearance, may be conducted.
• Provision of a 24-hour security control room and immediate response supervisor.
• Compliance with all internal security policies and procedures of the Department of Public Works & Infrastructure.

Skills Requirements

• Security officers must demonstrate good communication skills, especially in English and one other language.
• Officers should have a minimum of one month relevant security experience.
• Personnel must be physically healthy, medically fit, and present a professional image.
• Supervisors must possess leadership skills, be capable of managing security teams, and hold at least Grade 10 and PSIRA Grade B certification.
• All security staff must undergo formal security training and certification.
• Vetting procedures include criminal record checks and security clearance to ensure trustworthiness and compliance.
