Objectives

The primary objective of this tender is to appoint a service provider to deliver armed security services at Belfast Plantation for a period of four (4) months. The services aim to ensure the safety, security, and protection of the plantation's assets, infrastructure, personnel, and operations through visible presence, effective surveillance, and compliance with relevant legislation and incident management protocols.

Scope

The scope of work includes:

• Provision of armed security personnel at Belfast Plantation for four (4) months.
• Maintaining security boundaries and surveillance to prevent unauthorized access and activities.
• Implementing incident management protocols and ensuring compliance with applicable legal and regulatory requirements.
• Managing security operations, including patrols, incident reporting, and cooperation with law enforcement agencies.
• Protecting property, infrastructure, and personnel from damage, interference, or loss.
• Ensuring security personnel are properly trained, certified, and meet the Client’s security requirements.
• Developing and maintaining management procedures for effective service delivery.
• Providing necessary equipment, vehicles, and identification for security personnel.
• Coordinating activities with other contractors and stakeholders to minimize disruption and ensure seamless security operations.

Technical Requirements

The technical requirements for the tender include:

• Compliance with the NEC4 Term Service Short Contract (TSSC4) and related contractual obligations.
• Provision of security personnel who are registered and licensed, with valid PSIRA registration and good standing.
• Adherence to the SAFCOL Supplier Code of Conduct and the Protection of Personal Information Act (POPIA).
• Implementation of a quality management system to ensure service standards are met, with evidence available upon request.
• Regular inspections, audits, and reviews to verify service quality and compliance.
• Proper management of security operations, including incident reporting, communication, and documentation.
• Protection of property and assets, with procedures to prevent damage, theft, or interference.
• Strict adherence to health and safety regulations, including the use of personal protective equipment and safety protocols.
• Provision of branded vehicles with tracking devices for security patrols where applicable.
• Confidentiality and security of client data, logs, and surveillance information.
• Coordination and cooperation with the Client and other contractors to ensure effective service delivery.
