Objectives

The primary objective of this tender is to appoint a service provider to provide security services at Belfast Plantation for a period of three (3) months. The goal is to ensure effective security management, surveillance, and protection of property, personnel, and assets at the site.

Scope

The scope of work includes:

• Provision of security personnel to maintain security boundaries and conduct surveillance.
• Implementation of incident management protocols and compliance with applicable legislation.
• Protection of client property, infrastructure, and ongoing work from damage, interference, or loss.
• Management of security operations, including access control, reporting, and coordination with other contractors.
• Ensuring security personnel are properly trained, licensed, and meet client security requirements.
• Maintaining confidentiality and adhering to health and safety standards.

Technical Requirements

The technical requirements specify that the service provider must:

• Deliver security services with visible presence and effective surveillance.
• Conduct periodic inspections, audits, and quality reviews to verify service delivery.
• Ensure security personnel are properly trained, certified, and identifiable.
• Manage industrial relations and comply with relevant laws and regulations.
• Implement quality management systems and maintain records of security activities.
• Provide suitable vehicles for security patrols, branded with the company name and tracked 24/7.
• Follow client procedures for access, reporting incidents, and safeguarding property.
• Ensure confidentiality and handle client data securely in line with POPIA.
• Promptly report incidents, damages, or security breaches and cooperate with investigations.

Skills Requirements

The skills and qualifications required from the service provider include:

• PSIRA registration for the company and individual security personnel.
• Valid PSIRA good standing certificates for the company and directors.
• Experience in security services, particularly in a plantation or similar environment.
• Ability to develop and implement effective security management procedures.
• Competence in conducting inspections, audits, and quality assurance activities.
• Strong communication and coordination skills to liaise with client and other stakeholders.
• Knowledge of relevant legislation, health and safety standards, and confidentiality protocols.
• Capacity to manage industrial relations and ensure compliance with employment laws.
• Provision of adequately trained, competent, and licensed security personnel.
