Objectives

The primary objective of this tender is to procure deep cleaning services at Elliot Magistrate Court, including cleaning floors, windows, walls, toilets, and hygiene facilities, to be performed three times as and when required. The service aims to ensure a hygienic, clean, and safe environment within the court premises.

Scope

The scope of work includes:

• Deep cleaning of floors, including tiles, edges, baseboards, and corners using appropriate machinery and chemicals.
• Cleaning of windows and frames, including glass panes, sills, and blinds.
• Cleaning of walls and ceilings, removing grime, stains, cobwebs, and dust.
• Sanitizing and disinfecting all sanitary fixtures such as toilets, basins, urinals, taps, and associated surfaces.
• Removal of dust, scuff marks, stains, and cobwebs from fixtures and fittings.
• Provision of cleaning materials, equipment, and chemicals that are environmentally friendly and compliant with standards.
• Performing the cleaning services three times as required, including during specific scheduled visits or ad hoc requests.

Technical Requirements

The technical requirements include:

• Provision of heavy-duty cleaning equipment such as scrubbers, vacuum cleaners, and polishers that are SABS approved and environmentally friendly.
• Use of chemicals that are SABS/STANSA approved, containing bactericides, disinfectants, and other cleaning agents as specified.
• Adherence to safety standards, including display of caution signs, proper handling of chemicals, and use of PPE.
• Effective supervision of personnel at all times, with trained and qualified supervisors on site.
• Compliance with legislative and safety regulations, including Occupational Health and Safety Act and environmental standards.
• Proper documentation, including job cards, attendance registers, proof of chemical delivery, and inspection checklists.
• Provision of uniforms, identification badges, and adherence to dress code policies.

Skills Requirements

The skills required for tender submission and service delivery include:

• Experience in deep cleaning services within government or similar institutional environments.
• Knowledge of cleaning equipment operation, maintenance, and safety procedures.
• Ability to handle and apply chemicals safely and effectively.
• Supervisory skills to manage cleaning personnel and ensure quality standards.
• Understanding of legislative compliance related to health, safety, and environmental regulations.
