Objectives

The primary objective of this tender is to procure security services at 09 Christian De Wet Street, Jan Kempdorp, for a period of 4 months on a month-to-month basis. The scope includes providing security personnel for day and night shifts, including relievers, to ensure the safety and security of the premises and assets.

Scope

The scope of work involves the provision of security services which include:

• Deployment of security officers for day and night shifts, including relievers.
• 24-hour security coverage over the 4-month period.
• Implementation of access control, patrols, incident recording, and reporting.
• Provision of necessary security equipment and uniforms.
• Compliance with all relevant security regulations and standards.

Technical Requirements

The technical requirements specify that the service provider must:

• Be registered with the Private Security Industry Regulatory Authority (PSIRA) and provide proof of registration for all security officers and supervisors.
• Employ security officers with at least Grade 10 qualification, medically fit, and with relevant experience.
• Ensure security officers are trained according to PSIRA standards.
• Provide security officers with appropriate equipment, including uniforms, communication devices, and security aids.
• Maintain a well-established 24-hour security control room and immediate response supervisors.
• Adhere to all internal security policies and procedures of the client institution.
• Ensure security officers do not have criminal records and are properly vetted.
• Maintain accurate occurrence books, access control registers, and incident reports.
• Provide insurance coverage against liabilities arising from security services.

Skills Requirements

The skills and qualifications required from the service provider and personnel include:

• Registration and compliance with PSIRA for all security personnel and supervisors.
• Security officers must possess Grade 10 or higher, be physically healthy, and have relevant security experience.
• Supervisors must hold at least Grade 10 and a PSIRA Grade B certificate, with leadership and control skills.
• Personnel must be able to communicate effectively in English and demonstrate professionalism and good conduct.
• Security officers must be trained in access control, patrol procedures, incident reporting, and emergency response.
• Personnel must present a neat appearance, be medically fit, and have no criminal record.
• Provision of adequate security aids and equipment, including uniforms, radios, batons, handcuffs, and torches.
