Objectives

The primary objective of this tender is to procure a Cash-in-Transit (CIT) service provider to handle the transportation, storage, and delivery of cash from Queen Nandi Regional Hospital to the Department of Health's banking facilities for a period of 24 months. The service aims to ensure secure, compliant, and efficient handling of hospital cash flows, adhering to relevant security and regulatory standards.

Scope

The scope includes:

• Provision of Cash-in-Transit services for Queen Nandi Regional Hospital in KwaZulu-Natal.
• Collection, conveyance, storage, and delivery of cash and bank deposit books using sealed containers and envelopes.
• Regular cash pickups scheduled twice weekly (Tuesdays and Fridays) between 09:00 and 11:00, with provisions for additional pickups such as year-end procedures.
• Compliance with the Private Security Industry Regulation Act 56 of 2001 and PSIRA regulations.
• Insurance arrangements by the service provider, with submission of proof of insurance.
• Adherence to security, identification, and operational standards as specified in the technical specifications.

Technical Requirements

The technical specifications mandate that the service provider must:

• Be registered with the Private Security Industry Regulatory Authority (PSIRA) and maintain compliance throughout the contract period.
• Provide valid PSIRA membership certificates.
• Use sealed containers and envelopes for cash and deposit books.
• Verify employee identity through official ID cards, always carrying full uniform and ID cards during operations.
• Supply a list of cash-in-transit officers with ID cards and photographs.
• Provide official receipts for each collection.
• Remove cash within specified timeframes and deposit immediately at the bank.
• Remain at the banking facility until cash is verified and received.
• Arrange and submit proof of insurance coverage.
• Ensure timely collection and delivery, with procedures for reporting discrepancies and handling claims.

Skills Requirements

The tender requires bidders to demonstrate:
