1. Objectives

The primary objective of this tender is to appoint a suitable supplier to furnish, deliver, install, and commission two (2) dental pulp testers for the Dr Pixley Ka Isaka Seme Hospital, under the KwaZulu-Natal Department of Health. The procurement aims to acquire new, state-of-the-art medical equipment that meets stringent technical specifications, is fully supported by a robust local service network, and is delivered with comprehensive training and documentation to ensure operational readiness and long-term maintainability by departmental technicians.

2. Scope of Work

The scope encompasses a once-off supply contract for the delivery of the equipment to the specified hospital. The successful bidder is responsible for the complete lifecycle of the initial provision, including:

• Supply and Delivery: Providing two new, unused pulp testers of the latest model, including all essential accessories and a starter pack for immediate operation.
• Installation and Commissioning: Installing, testing, calibrating, and commissioning the equipment at the hospital, with all associated costs included in the bid price.
• Training: Conducting product demonstrations for hospital staff and providing in-depth technical training for Health Technology Services (HTS) technicians, down to PCB (Printed Circuit Board) level, with a Certificate of Competency issued upon completion.
• Documentation: Supplying complete user operation/maintenance manuals and original service/repair manuals (in book/file and CD/DVD formats), including circuit diagrams, calibration guides, and parts lists.
• Warranty and Support: Providing a minimum 24-month guarantee covering all parts, labour, and travel, with a guaranteed uptime of at least 99%. The bidder must also commit to supplying spares for 10 years and maintaining a system for notifying users of updates and recalls.

3. Technical Requirements

The equipment must be a dental pulp tester used to assess tooth vitality. Key technical specifications include:

• Components: Must include a pulp vitality tester, autoclavable probe tips, ground wire and clip, and a 9-volt battery.
• Probes: Must have two precision probes (one labial, one lingual), two metal probes (one short, one long), two ground clips, and one lead wire.
• Compliance and Safety: Must comply with international electrical safety standards (IEC 60601-1 and 60601-1-2), be CE Certified, and meet the Occupational Health and Safety Act (1993) and S.A.N.S. 0142 wiring code requirements.
• Power Supply: Must operate on 220 Volt, 50Hz a.c. supply and be fitted with a 15 Amp approved mains plug top and a hospital-grade mains cable of at least 3 metres.
• Regulatory: The bidder must be registered with the South African Health Products Regulatory Authority (SAHPRA) and hold the relevant Radiation Control licence for the equipment.
• Documentation: Offers must be supported by descriptive literature, colour brochures, and technical data sheets.

4. Skills and Service Requirements

The bidder must demonstrate a high level of technical competence and local support capability:

• Local Service Facility: Must have a well-established service and repair facility in KwaZulu-Natal, with technicians available within 24 hours to attend to malfunctioning equipment.
• Technician Expertise: Technicians must be directly employed or subcontracted and must be trained by the original equipment manufacturer (OEM) to service, repair, and calibrate the offered equipment. Proof of OEM training is required.
• Spare Parts Holding: Must hold a local stock of spare parts in KwaZulu-Natal and state the delivery period for spares (e.g., 0-10 days, 0-20 days).
• After-Hours Support: Must have an after-hours service backup facility.
• Loan Equipment: Must provide a loan set if the equipment is taken away for repairs.

5. Evaluation Criteria

The quotation will be evaluated in three stages:

• Stage 1: Administrative Compliance: Bidders must submit all mandatory documents, including the official price page, SBD4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim Form), company registration documents, CSD report, OEM brochures, SAHPRA certification, and a certified copy of the Radiation Control license.
• Stage 2: Technical Evaluation: The offered equipment must fully comply with or exceed all clauses in the detailed technical specification.
• Stage 3: Price and Preference Points: The 80/20 preference point system applies. Points are allocated as follows: 80 points for price and 20 points for the specific goal of being at least 100% owned by Black Africans.

6. Important Terms

• Pulp Tester: A dental diagnostic device used to determine if a tooth's nerve (pulp) is alive (vital) or dead (necrotic) by sending a small electrical current through the tooth.
• PCB Level Training: Training that enables technicians to diagnose and repair faults down to the individual electronic components on a circuit board, rather than just swapping out entire boards.
