Objectives

The primary objective of this tender is to procure two units of pulse oximeters that meet specified technical and quality standards for use at Prince Mshiyeni Memorial Hospital under the KwaZulu-Natal Department of Health.

Scope

The scope includes the supply, delivery, installation, demonstration, calibration, and commissioning of the pulse oximeters. The equipment must be suitable for adult, paediatric, and neonatal applications, comply with relevant standards, and include necessary accessories, manuals, and training. The procurement also covers optional accessories, consumables, spare parts, and after-sales support, with a focus on quality, safety, and compliance with departmental specifications.

Technical Requirements

• The pulse oximeters must be electronic, non-invasive, standalone, and capable of monitoring SpO2, pulse rate, and temperature.
• The devices should be suitable for use in various hospital settings, including district, regional, tertiary, and quaternary hospitals.
• The units must be robust, user-friendly, and incorporate the latest modular technology.
• Measurement accuracy for SpO2 must be better than ±2%, with reliable performance in low perfusion and motion conditions.
• The monitors should display parameters clearly, with digital self-illuminated displays, trend data storage (minimum 24 hours), and built-in strip chart recorders.
• Equipment must operate off 220V ±10% AC supply with rechargeable batteries capable of maintaining operation during power failures (minimum 60 minutes operation after power loss).
• All devices must comply with IEC 60601-1 and 60601-1-2 electrical safety standards and CE certification.
• Accessories such as reusable sensors must be included, with options for disposable sensors, interface cables, and disinfection provisions.
• Guarantee period of at least 24 months, with specified service and maintenance support, including training for hospital technicians.

Skills Requirements

• Bidder must demonstrate technical capability to supply and support the pulse oximeters, including established service and repair facilities in KwaZulu-Natal.
• Provision of comprehensive training to hospital staff and in-house technicians on calibration, maintenance, repair, and troubleshooting down to PCB level.
• Ability to supply spare parts and consumables for at least 10 years post-delivery, with clear lead times for spare parts (preferably within 10-30 days).
• Demonstrated experience with equipment that has been evaluated and approved by relevant government or accreditation bodies.
• Availability of qualified technicians trained by the original equipment manufacturer, with proof of training and certification.
• Capability to provide ongoing technical support, updates, and software upgrades, with clear policies on upgradeability and future technology enhancements.
