Objectives

The primary objective of this tender is to procure services for the cutting of grass in Cape Agulhas Municipality facilities over a period of three months. The work aims to ensure proper upkeep, maintenance, safety, longevity, and aesthetic appeal of the municipal facilities.

Scope

The scope includes bi-weekly grass cutting at specified municipal facilities with a total area of approximately 142,804 m², including:

• Glaskasteel Lawns (excluding fields) - 38,954 m²
• L’Agulhas Camp B and borders - 9,000 m²
• Struisbaai South Caravan Park - 63,525 m²
• Arniston (Waenhuiskrans) Campsite - 31,325 m²

The work involves cutting grass and shrubs up to a height of 50 mm, trimming around sight triangles, concrete drains, and back of side drains, and removing cut vegetation to designated spoil areas within one day of collection.

Technical Requirements

• Grass must be cut bi-weekly, with areas maintained to a maximum height of 50 mm.
• Grass diameter should not exceed 50 mm, cut with weed eaters or handheld implements.
• Grass and shrubs must be cut up to the back of side drains and specified areas, including all sight triangles at intersections.
• Vegetation must be bundled and neatly placed next to roadways for removal.
• Work must be completed to the satisfaction of a final inspection with municipal representatives.

Skills and Experience Requirements

• Proven experience with at least 3 similar grass cutting or landscaping projects in the last 5 years for public sector clients (municipal, provincial, or national government).
• Reference letters and proof of project completion must be submitted, with a minimum score of 8 points in experience evaluation.
• Ownership of machinery (brush cutters, vehicles) and registration documentation must be provided.
• Labour recruitment from within the Cape Agulhas Municipality area is mandatory, with adherence to minimum wage and occupational health and safety regulations.
• Labour must be trained in occupational health and safety, and provided with protective clothing.
