Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, deliver, and install emergency warning lights and sirens for the Fire, Traffic, and Disaster Management departments of the Msunduzi Municipality. The aim is to enhance emergency response capabilities and ensure compliance with relevant standards and legislation.

Scope

The scope includes:

• Supply of emergency warning lights, sirens, and associated equipment.
• Delivery of all equipment to specified municipal departments.
• Installation of warning lights and sirens on designated vehicles and locations.
• Provision of maintenance and warranty services for a period of two years.

The work covers various departments including Fire, Traffic, Disaster Management, and Security Services, with specific equipment specifications and installation requirements outlined in the tender.

Technical Requirements

The technical specifications include:

• Equipment Compliance: All equipment must be the principal manufacturer/importer or registered agent/distributor, compliant with vehicle manufacturer specifications, and certified for safety and quality.
• Emergency Light Bar: Aerodynamic, LED-based, with built-in speaker, capable of emitting multiple colours (blue, red, green, white), mounted securely without water ingress, and with specified LED configurations for visibility from all angles.
• Integrated P.A. Siren & Switch Panel: Includes master, customer-programmable, cruise, dimming, front/rear lighting controls, and PA volume controls, with integrated headlight flasher and two-way radio broadcast capabilities.
• Siren & PA System: Slim-line, space-efficient, with multiple tone options, override functions, and maximum standby current of 150mA at 13.2V DC, with reverse polarity protection.
• Installation & Mounting: Equipment must be mounted to prevent water ingress, damage, or vibration, and comply with vehicle and equipment manufacturer standards.
• Warranty & Maintenance: Two-year warranty on workmanship and equipment, with a 12-month maintenance period.
• Delivery Location: To be delivered to specified municipal departments, with installation completed as per technical standards.

Skills Requirements

The tenderer must demonstrate:

• Manufacturing/Importing Capabilities: Proof of being principal manufacturer, importer, or authorized distributor.
• Technical Expertise: Skilled personnel for installation, configuration, and testing of emergency warning systems, including electrical and vehicle-specific mounting.
• Experience: Proven track record of supplying and installing similar emergency systems, with references of completed projects of similar scope and complexity.
• Compliance & Certification: Ability to provide certification of equipment standards, vehicle compatibility, and safety compliance.
• Project Management: Capacity to plan, execute, and complete installation within specified timelines, with qualified project managers and technical staff.
