Objectives

The primary objective of this tender is to procure services for the repair and maintenance of the Bredasdorp Municipal Store, aiming to restore functionality, improve aesthetics, ensure durability, and comply with relevant safety and building regulations.

Scope

The scope includes:

• Preparation of surfaces to high standards, including cleaning, sealing junctions, and filling defects.
• Repainting of external walls, fascia boards, down pipes, gutters, and roof with specified paints and UV-resistant coatings.
• Repainting of security gates and outdoor signage.
• Removal and replacement of existing points as part of ongoing maintenance.
• Adherence to specified standards for plastering, sealing joints, and surface finishing.
• Implementation of labor-intensive construction methods promoting local employment and training.
• Ensuring compliance with Occupational Health & Safety Act, National Building Regulations, and asbestos handling regulations.
• Final inspection and handover upon completion.

Technical Requirements

• All surfaces must be properly prepared, dry, and free of contamination.
• Application of primer coats and suitable sealants before painting.
• Sealing junctions, cracks, and expansion joints with appropriate materials, allowing curing time.
• Use of specified paints, with color approval prior to application.
• Protection of adjacent surfaces during painting.
• Compliance with SABS/SANS standards for plasterwork, screeds, concrete, and asbestos handling.
• Implementation of safe work procedures for roof cleaning and painting, especially concerning asbestos.
• Use of approved asbestos contractors with valid certification.
• Adherence to environmental and safety protocols during all works.

Skills Requirements

• Qualified contractors with CIDB grading of 1 GB or higher.
• Experience in surface preparation, painting, sealing, and surface repairs.
• Certified asbestos removal and handling expertise, with valid Department of Labour registration.
• Capability to implement labor-intensive construction methods, promoting local employment and training.
• Knowledge of Occupational Health & Safety Act, Construction Regulations, and environmental safety standards.
• Ability to coordinate surface preparation, painting, sealing, and inspection processes efficiently.
• Experience in project management, including scheduling, quality assurance, and compliance documentation.
