To appoint a qualified service provider to conduct a comprehensive, evidence-based review of the Nkomazi Local Municipality’s existing five-year integrated waste management plan. The primary aim is to ensure the plan remains compliant with current environmental legislation, aligns with municipal development priorities, and effectively addresses evolving waste generation, handling, and sustainability challenges.
The contract encompasses a full strategic reassessment of the municipality’s waste management framework over a five-year horizon. Activities include evaluating current waste streams, disposal infrastructure, recycling and recovery initiatives, regulatory compliance status, and community participation mechanisms. The provider will deliver a revised, actionable plan featuring updated policies, implementation roadmaps, performance indicators, risk mitigation strategies, and costed action plans tailored to local operational capacities.
While detailed technical specifications are contained within the official quotation documentation, the project inherently demands proficiency in environmental management systems, waste hierarchy application, and statutory compliance. Expected technical deliverables include baseline waste audits, gap analyses against national and provincial waste regulations, stakeholder consultation methodologies, GIS or spatial mapping where applicable, and a finalized integrated plan supported by monitoring, evaluation, and reporting frameworks.
Bidders must demonstrate proven experience in developing or reviewing integrated waste management plans for public sector or municipal clients. Core competencies include advanced knowledge of South African waste legislation, environmental science or engineering qualifications, strategic planning expertise, data analysis and reporting capabilities, and facilitation skills for multi-stakeholder engagements. Project management certification and prior municipal consulting experience are strongly preferred.
The tender utilises a preferential procurement scoring model governed by the Preferential Procurement Policy Framework Act No. 56 of 2000 and the 2022 Preferential Procurement Regulations. Under this system, 80 points are allocated to price competitiveness, while 20 points are reserved for targeted socio-economic goals. These goals prioritise historically disadvantaged individuals, women-owned businesses, and small, medium, and micro-enterprises (SMMEs). Consequently, the lowest price does not automatically secure the contract; bidders must also satisfy designated transformation criteria to achieve maximum scoring potential.
