Quotation Summary: Supply and Delivery of Oils for Road and Storm Water Section

1. Objectives

The primary objective of this quotation invitation is to procure a reliable supplier for the supply and delivery of various oils and lubricants for the Nkomazi Local Municipality's Road and Storm Water Section. The municipality aims to ensure the maintenance and operational readiness of its road and storm water infrastructure by securing quality products from a compliant and registered service provider. The process is designed to be transparent and fair, supporting the empowerment of previously disadvantaged individuals, women, and SMMEs.

2. Scope of Work

The scope of work is limited to the supply and delivery of a specified list of oils and greases. The required items and quantities are as follows:

• 210L Engine oil – 2 units
• 210L Hydraulic oil VG 68 – 2 units
• 210L Hydraulic oil VG 46 – 2 units
• 210L ATF Transmission oil – 2 units
• 210L Transmission oil (TDTO SAE TO4-30) – 1 unit
• 210L Gear oil – 1 unit
• 210L Engine cleaner – 2 units
• 15 KG Grease – 10 units
• 16KG Grease (star plex EP2- premium automatic wheel bearing and chassis grease) – 3 units

The successful bidder will be required to enter into a formal written contract (MBD7) with the municipality.

3. Technical Requirements

Bidders must comply with the following technical and compliance requirements:

• Product Specifications: All products must meet the specifications listed in the quotation document. Bidders must indicate the brand and model of the products offered and confirm compliance with the specifications. Any deviations must be clearly stated.
• Delivery: A firm delivery period must be indicated. All delivery costs must be included in the bid price.
• Price Validity: Quoted prices must be firm and valid for at least 90 days from the date of the offer.
• Tax Compliance: Bidders must be registered on the Central Supplier Database (CSD) and have a tax-compliant status. A valid Tax Clearance Certificate or CSD number must be provided.
• Documentation: All official forms (MBD 1, MBD 3.1, MBD 4, MBD 6.1, MBD 7.1, MBD 7.2, MBD 7.3, MBD 8, and MBD 9) must be completed, signed, and submitted with the quotation. A formal quotation and CSD registration report must also be attached.

4. Skills and Experience Requirements

• Supply Capability: The ability to source and deliver the specified industrial oils and greases in the required quantities.

• Price: A maximum of 80 points.
• Specific Goals: A maximum of 20 points, which may be awarded for contracting enterprises owned by historically disadvantaged persons (e.g., Black, women, youth, people with disabilities) and for implementing RDP programmes. Bidders must claim these points and provide supporting documentation.

The contract will be awarded to the bidder scoring the highest total points. The municipality is not bound to accept the lowest or any quotation.

• CSD Registration: The Central Supplier Database (CSD) is a South African government database for supplier information. Registration is mandatory for doing business with the state.
• 80/20 Preference Point System: This is a legislative framework used to score bids, where price is weighted at 80% and specific socio-economic goals (like B-BBEE status) are weighted at 20%.
• Firm Prices: This means the quoted prices cannot be adjusted for inflation or exchange rate fluctuations during the validity period.
