Objectives

The primary objective of this tender is to procure security, patrol, and access control services at the Overberg District Municipality’s resorts, specifically at Die Dam and Uilenkraalsmond, for the period from 1 to 31 July 2026. The services aim to ensure the safety and security of the resorts through qualified security personnel providing day and night shifts, patrols, and access control at designated times.

Scope

The scope of work includes:

• Provision of 2 Grade C Security Officers for day shift security, patrol, and access control services at each resort from Monday to Sunday, 07:00 to 19:00, including public holidays.
• Provision of 2 Grade C Security Officers for night shift security, patrol, and access control services at each resort from Monday to Sunday, 19:00 to 07:00, including public holidays.
• Access control services at all designated facilities during specified times.
• Security personnel must be PSIRA registered, with valid proof of registration submitted with the bid.
• The service provider must ensure security officers are paid at or above PSIRA salary rates and submit proof of a Public Liability Insurance Policy of at least R5 million.

Technical Requirements

The technical requirements include:

• Provision of security officers with appropriate PSIRA registration and qualifications (Grade C).
• Security officers must be trained and certified, with proof of qualifications submitted with the bid.
• Experience of the bidder in providing security services, with a minimum of one year, and relevant references.
• Experience of key security personnel, particularly the Project Manager, with a minimum of one year in security management, supported by CVs, appointment letters, and references.
• Provision of a Public Liability Insurance Policy of at least R5 million.
• Adherence to specified shift times, and provision of services during all days including public holidays.

Skills Requirements

The skills and qualifications required for bidders include:

• PSIRA registration for all security officers and the Project Manager.
• Relevant experience in security services, with at least one year in the industry.
• Company profile demonstrating capability and experience in security service provision.
• Ability to provide qualified security personnel who are trained and certified (Grade C).
• Proven track record with references from previous clients, indicating satisfactory service delivery.
• Financial stability evidenced by proof of insurance and compliance with salary and employment standards.
