Objectives

The primary objective of this tender is to procure security, patrol, and access control services at Die Dam and Uilenkraalsmond Resorts of the Overberg District Municipality for the period from 1 to 30 June 2026. The services aim to ensure safety, security, and effective access management at the specified resort sites during the specified period.

Scope

The scope of work includes:

• Provision of security services by Grade C PSIRA-registered security officers.
• Deployment of 2 security officers per shift (day and night) at each resort (Die Dam and Uilenkraalsmond).
• Day shift: 07:00 to 19:00, 7 days a week including public holidays.
• Night shift: 19:00 to 07:00, 7 days a week including public holidays.
• Patrol and access control services at all specified facilities during the designated times.
• Provision of proof of PSIRA registration for officers and the service provider.
• Implementation of security measures, patrol routines, and access control protocols as per specifications.

Technical Requirements

• Security officers must be PSIRA registered, with valid proof of registration submitted with the bid.
• Guards must be paid at or above PSIRA salary rates.
• The service provider must submit proof of a Public Liability Insurance Policy valued at least R5 million.
• Security officers must hold Grade C PSIRA certification, with certificates attached and certified.
• The service provider must be registered on the relevant municipal and CSD databases.
• All services must be rendered in accordance with the specifications, standards, and legal requirements.
• Provision of a detailed project management plan, including contact details and qualifications of the project manager and contact persons.

Skills Requirements

• PSIRA registration and certification for all security officers.
• Experience in security services, with a minimum of 1 year for the business and specific experience for project managers (minimum 1-5 years as per evaluation criteria).
• Ability to provide patrol, security, and access control services effectively during specified hours, including public holidays.
• Capability to manage security operations, including patrol routines, incident handling, and access management.
• Provision of qualified personnel with appropriate security training and certifications.
• Demonstrated experience through reference letters and previous contracts in similar security service provision.
