Objectives

The primary objective of this tender is to procure the supply and installation of a comprehensive security system, including cameras and alarm systems, at the Overberg District Municipality’s Bredasdorp and Caledon depots. The project aims to enhance security monitoring and response capabilities through modern, weatherproof surveillance equipment and integrated alarm solutions.

Scope

The scope of work encompasses:

• Provision and installation of weatherproof cameras with specified technical features (entrance monitoring, medium-range, and long-range cameras).
• Installation of a 24-channel (or better) Network Video Recorder (NVR) with sufficient storage capacity for up to 3 months of footage, expandable for future camera additions.
• Implementation of motion-activated recording with pre-recording capabilities.
• Integration of a Paradox MG5050 wireless alarm system, including keypads, motion sensors (indoor and outdoor), beam sensors, remotes, power supplies, and backup batteries.
• Site visits and assessments for installation at both depots, with proof of CIDB registration (minimum 1EB grading).

Technical Requirements

The technical specifications include:

• Cameras:
  • Weatherproof with infrared capability.
  • Entrance camera: Dahua 4MP Network IR or similar, capturing footage up to 15 meters, PoE, H.265 video bit rate.
  • Medium-range dome camera: Dahua 5MP, 2.8mm lens, 30m IR, PoE, H.265, capable of clearly capturing drivers, passengers, and refueling activities.
  • Long-range dome camera: Dahua 2MP, 3.6mm lens, 40m IR, capable of capturing detailed footage at longer distances.
• NVR:
  • Minimum 24 channels, with storage for 3 months of footage.
  • Expandable to accommodate up to 24 cameras.
  • Automatic erasure of footage older than 3 months, with download capability.
  • Motion detection recording with pre-recording of 5 seconds.
• Alarm System:
  • Compatible with existing Olarm system.
  • Paradox MG5050 wireless system or similar, including LCD keypad, indoor and outdoor motion sensors, beam sensors, remotes, power supplies, and backup batteries.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in installing and configuring CCTV and alarm systems, supported by reference letters and contactable clients.
• Knowledge of weatherproof surveillance equipment and network video recording systems.
• Ability to integrate new systems with existing security infrastructure.
• Compliance with CIDB registration requirements (minimum 1EB grading).
• Capacity to undertake site assessments, provide technical support, and deliver within specified timelines.
• Understanding of South African procurement policies, including B-BBEE compliance and supply chain management regulations.
