Objectives

The primary objective of this tender is to procure a fixed chamber, round bale hay baler capable of producing hay bales with specific dimensions and features, suitable for use at designated research stations. The procurement aims to enhance the Department of Agriculture & Rural Development's capacity to produce hay efficiently, incorporating the latest technology and ensuring compliance with relevant standards.

Scope

The scope includes the supply, delivery, off-loading, and demonstration of two (2) round bale hay balers with fixed chambers, one for Dundee Research Station and one for Kokstad Research Station. The project encompasses specifications adherence, operator training on the day of delivery, provision of spare net wrap rolls, warranty, service plans, and ensuring the equipment meets all technical and safety standards. Additionally, the scope covers compliance with procurement policies, technical specifications, and delivery timelines.

Technical Requirements

• Supply of two (2) fixed chamber, round bale hay balers capable of producing bales 1.25m in diameter and 1.2m wide.
• Compatibility with tractor hitching systems, including ring hitch and hydraulic connections suitable for specified tractor models.
• Heavy-duty Power Take Off (P.T.O) shaft with protection, drive line power split gearbox, and relevant hydraulic and electrical systems.
• Bale chamber with minimum 18 rollers, ribbed for grip, thick-walled (minimum 3.2mm), and equipped with a mechanical tailgate locking system.
• Pick-up reel width between 2.0m and 2.25m, with tine spacing no more than 65mm, hydraulically adjustable height, and cam-less design.
• Feed mechanism with spiral-configured star-shaped packer rotor, at least 1.4m wide feed throat, and drop floor activation system.
• Tying mechanism supporting net wrap and/or twine, with specified wrapping times and recommended net wrap type.
• Automatic lubrication system, with specified lubrication type.
• Power requirements: tractors with minimum P.T.O rating of 50kw.
• Dimensions, weight, tyre specifications, and control features including bale density and remote control from tractor seat.
• Provision of spare net wrap rolls, service plan covering at least 24 months, and warranty of at least 12 months or 500 baling hours.
• Compliance with Provincial Roads Ordinances and availability of trained service technicians within specified distances.
• Delivery within 60 days post-order, operator training on delivery day, and equipment to be delivered in good condition, ready for use.

Skills Requirements

• Proven experience in manufacturing or supplying agricultural balers, with relevant CIDB grading if applicable.
• Technical expertise in the design, assembly, and testing of round bale hay balers, including hydraulic, electrical, and mechanical systems.
• Capability to provide operator training and technical support on-site during and after delivery.
• Availability of qualified technicians for maintenance and repairs within specified geographic areas.
• Ability to produce detailed technical documentation, including operator manuals and spare parts lists in English.
• Compliance with all safety, quality, and environmental standards relevant to agricultural machinery.
