Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct personnel suitability checks and qualification verifications for the KwaZulu-Natal Department of Agriculture and Rural Development over a period of 10 months. This includes vetting, reference checks, qualification verifications, and related assessments to ensure personnel compliance and suitability.

Scope

The scope encompasses:

• Conducting background/reference checks for potential and current employees, including criminal record, qualifications, security vetting, credit checks, and social media reports.
• Verifying qualifications and study credentials.
• Performing security vetting and credit assessments via multiple bureaus.
• Providing authentic reports within tight deadlines (e.g., 72 hours).
• Undertaking assessments as required on newly appointed and existing staff.
• Ensuring compliance with professional registration and verification of employment history.

Technical Requirements

The service provider must:

• Be registered with recognized professional bodies such as NCR, uMalusi, SAQA, etc.
• Produce authentic, reliable reports within specified deadlines (e.g., 72 hours).
• Be vetted by the South African Security Agency.
• Maintain confidentiality and security of all information obtained.
• Submit reports and updates as required, including close-out reports at the end of the contract.
• Ensure all checks are comprehensive, covering criminal records, citizenship, financial records, qualifications, employment history, social media, driver’s licenses, and professional registration.

Skills Requirements

The successful service provider should possess:

• Expertise in personnel vetting, background checks, and verification processes.
• Experience in conducting security and qualification verifications within government or similar sectors.
• Ability to deliver reports within tight deadlines (e.g., 72 hours).
• Strong confidentiality and data security practices.
• Knowledge of relevant legislation, standards, and professional registration requirements.
• Capacity to handle multiple concurrent checks efficiently.
