Objectives

The primary objective of this tender is to appoint a qualified service provider with a CIDB grading of 1ME or higher to supply, install, replace, maintain, and repair air conditioning, air cooling, refrigeration, and mechanical ventilation systems at various offices within Mogale City Local Municipality. The contract aims to ensure the effective management and maintenance of these systems on an as-and-when-required basis over a period of six months.

Scope

The scope of work includes:

• Supply, installation, replacement, maintenance, and repairs of air conditioning, air cooling, refrigeration, and mechanical ventilation equipment.
• Inspection and recording of all existing air conditioning units, including window units, split systems, cassette units, and chiller plants.
• Compilation of asset registers for all air conditioning equipment per site.
• Servicing, repairing, and commissioning of existing systems.
• Installing and commissioning new air conditioning units and systems.
• Periodic maintenance services on all air conditioning equipment.
• Provision of a one-year maintenance and guarantee contract for newly installed equipment.

The work also involves managing provisional sums and prime cost amounts for specialist and unscheduled work, including HVAC maintenance and repair at various municipal facilities.

Technical Requirements

• The service provider must hold a CIDB grading of 1ME or higher.
• Provision of a valid COIDA Letter of Good Standing prior to contract signing or commencement.
• Completion and submission of detailed Bills of Quantities, including provisional sums, labor rates, servicing rates, component costs, and new unit installation costs.
• All rates must be fully inclusive of consumables, labor, transportation, and installation costs.
• Equipment to include various types of air conditioning units (split, cassette, wall-mounted, etc.), fans, sensors, capacitors, coils, relays, and refrigerant recharge services.
• Adherence to safety, quality, and municipal standards for installation and maintenance.

Skills Requirements

• Experience in supply, installation, and maintenance of air conditioning, refrigeration, and mechanical ventilation systems.
• Minimum of two (2) years’ experience for key personnel, including a qualified Air Conditioning and Refrigeration Technician with a trade test certificate.
• At least one (1) year experience for assistant technicians involved in installation, repair, and servicing tasks.
• Ability to compile asset registers, conduct inspections, and record existing equipment status.
• Competence in commissioning new systems and providing periodic maintenance.
• Knowledge of municipal and safety standards, including compliance with COIDA and other relevant legislation.
