Objectives

The primary objective of this tender is to appoint a maximum of four service providers to establish a framework agreement for the servicing, supply, and installation of all plumbing works at Buffalo City and Amatole units over a period of 18 months. The aim is to ensure efficient, compliant, and quality plumbing services through selected capable providers.

Scope

The scope encompasses:

• Servicing, supply, and installation of all plumbing works including water supply, drainage, and related fixtures.
• Electrical works related to plumbing installations, such as geysers and emergency showers, carried out by registered electricians.
• Construction and finishing works including tiling, painting, drywall partitioning, and installation of doors, windows, and ceilings.
• Provision of materials, labour, supervision, and all associated costs for the complete execution of plumbing and related works.
• Site management, safety, and compliance with relevant standards and regulations.

Technical Requirements

The technical requirements include:

• Adherence to specifications for plumbing fixtures, materials, and installation standards (e.g., SABS approved materials, correct sizing, and safety standards).
• Compliance with the Occupational Health and Safety Act, 1993, and related regulations.
• Provision of detailed scope of work, schedules, and timelines for each project phase.
• Development and sharing of Standard Operating Procedures (SOPs) for plumbing maintenance and emergency responses.
• Proper installation of electrical components, including geysers, emergency showers, and electrical wiring, by qualified electricians.
• Quality assurance through inspections, tests, and adherence to approved drawings and specifications.
• Implementation of safety measures, site management, and environmental controls during execution.

Skills Requirements

The skills and qualifications required from service providers include:

• CIDB registration with a grading designation of 1GB or higher.
• Trade certificates for plumbers and relevant technical qualifications.
• Experience in executing similar plumbing projects, with at least three reference letters for completed works valued at R200,000 or more.
• Qualified and experienced foremen with a minimum of 3 years in plumbing works, supported by comprehensive CVs and references.
• Electricians registered with relevant authorities for electrical installations.
• Proven ability to manage site safety, environmental standards, and project timelines.
• Capability to provide all necessary documentation, including proof of address, tax compliance, and B-BBEE certification.
