Objectives

The primary objective of this tender is to appoint a maximum of four service providers to establish a framework agreement for the servicing, supply, and installation of all plumbing works at Buffalo City and Amatole units over a period of 18 months. The aim is to ensure efficient, compliant, and quality plumbing services through selected capable providers, supporting the operational needs of the NHLS facilities.

Scope

The scope encompasses a comprehensive range of plumbing-related services including:

• Servicing, supply, and installation of plumbing works at Buffalo City and Amatole units.
• Provision of plumbing materials, supply, and installation services.
• Execution of plumbing repairs, maintenance, and new installations as per specifications.
• Electrical, carpentry, tiling, glazing, and related works necessary for plumbing installations.
• Site preparation, coordination with hospital operations, and adherence to safety and operational protocols.

The scope also includes compliance with technical standards, safety regulations, and quality requirements as specified in the tender documentation.

Technical Requirements

The technical requirements specify that:

• All plumbing works must be carried out by registered and qualified plumbers.
• Materials used must be SABS approved and compliant with relevant standards.
• Work must include installation of fixtures such as sinks, toilets, urinals, geysers, and associated piping.
• Electrical work related to plumbing installations (e.g., geysers, pumps) must be performed by registered electricians.
• All installations must meet the specifications outlined in the Bill of Quantities and scope of work.
• Work must be executed in phases, coordinating with hospital operations, and respecting sensitive equipment and areas.
• Adherence to health and safety regulations, including the Occupational Health and Safety Act, is mandatory.
• Develop and share Standard Operating Procedures (SOPs) for the execution of works.

Skills Requirements

The skills and competencies required from bidders include:

• CIDB registration in the grading designation 1ME or higher.
• Proven experience in plumbing works, with at least three references of similar projects completed within the last three years.
• Trade certification for plumbers.
• Ability to supply and manage skilled personnel, including registered plumbers and electricians.
• Capacity to coordinate works with hospital operations, including after-hours and weekend work.
• Knowledge of relevant standards, safety protocols, and environmental regulations.
• Financial stability and capacity to execute the scope within the stipulated period.
• Demonstrated compliance with health and safety requirements, including submission of relevant declarations and policies.
